CULTURAL LINK PROGRAM COMPONENT - GUIDELINES

Al applications for the Cultural Link program competition should be submitted to the Arts and Culture coordinator in the respective national Soros foundations. The applications will be reviewed exclusively in procedure of competition. Proposals sent directly to the Program Director or the Program Manager will not be considered.
The national Soros foundation coordinators are the contact point for information and consultations about the principles, guidelines and deadlines of the Cultural Link program competition. The list of coordinators' addresses is:

SUBMISSION OF PROPOSALS FOR CULTURAL LINK PROGRAM & REVIEW PROCESS

The national Soros foundations decide the internal organization of submitting and evaluating the project within their countries. All applications under the Cultural Link Program component will be reviewed by national experts and by the Assessment Team (an international advisory body).

Arts & Culture Network Program coordinators should submit any hosting project proposals to the Assessment Team a minimum of eight weeks before a project is due to begin. If a project involves only two countries, a minimum of six weeks is required.

APPLICATION FORM
(to be completed by potential organizers)

The description of the project proposal should be submitted by filling the necessary application form not exceeding 5 pages plus the budget.

In the first part of proposal general information should be provided, including an agenda if available. If the project participants have been selected, the selection criteria should be provided as well as contact information for the participants (address, phone or e-mail). If additional participants are to be recruited by other Soros foundations, it should be indicated.

Please provide only important details: content; background; reasons for the project; expected results; aims and goals; expected participants (including those from host country and countries not included in the Cultural Link Program component, such as Western Europe or the Middle East); target audience; agenda, venue, plus any location details that may be significant.

GUIDELINES FOR PARTICIPATING FOUNDATIONS
(to be filled by program coordinators at the national Soros foundations)

Please respond to each project announcement you receive by sending the completed project participation information to both the Arts & Culture Program coordinator at the hosting foundation and to the Arts & Culture Network Program Manager by the deadline stated on the announcement. If you choose not to participate, please inform us of your decision with a brief e-mail message - there is no need to send a project participation form in this case.
Please submit your participation information to Program Manager and to the hosting coordinator. Contact information for the hosting coordinator can be found on the announcement form. Please respond to all announcements promptly, keeping everyone involved up to date on any problems and solutions as they arise.

FINAL PROJECT AND BUDGET REPORTS

Please send, in English, the collected narrative reports and the budget reports of all projects you hosted and participated in during the specified period. You will not be able to receive your reimbursement without submitting these documents. The budget reports should be prepared in the same form as you submitted them in the application. The hosting or participating organization/individual should write the report based on the following questionnaire; however, this questionnaire is only a guideline, which you should feel free to modify so that it suits your needs. All reports should be sent to the program manager.

1. Please relate any short-term effects you have observed a result of this grant, and please include comments on your progress in attaining the project's goal.
2. Describe how the project has worked to assist the organization in building a network, strengthening its ability to tour, communicate, and work with other organizations nationally and internationally.
3. What difficulties, if any, have you experienced in your project? Has it been necessary for you to rethink and/or redirect your work? If yes, how do you intend to do so?
4. How are your partners/the communities responding to this project?
5. Whom (what individuals/groups) did you address directly with this project?
6. Whom (what individuals/groups) did you assist indirectly with this project?
7. Has the project encouraged the initiation of any other ideas or projects?
