objectives of the economic development of the commune. For example, an analysis of the web pages of the commune councils in the Warmia and Masuria region indicated that as many as 71 percent of the communes placed a description of the tourist attractions on their web pages and almost one out of four placed invitations for tourists on the main pages. In comparison, only 28 percent of the councils placed the information addressed to potential investors on their web pages. The tourist development also appeared among the main objectives of development strategies of many communes. Interestingly, it applies not only to the communes in the neighbourhood of the greatest regional attractions and not only to those where the mass tourism could have a chance to develop. Therefore, the local authorities commonly assume that development of any form of tourism could bring them economic benefits.

The cultural tourism plays a significant role in the sustainable tourism. The cultural values attract tourists who are interested in visiting them, seeing them, “savouring” them - and if so, then they do not favour longer tourist stay by definition. The big cities, the sightseeing centres, can be some exceptions but also there it seems that an average stay would not last longer than few days. It could be therefore assumed that a stay related to the cultural values seldom brings economic benefits due to its specific naturę.

In order to answer the above-mentioned questions and signalled issues, a commune, which cultural values play significant roles not only regionally but also nationwide, was chosen for an analysis. Frombork is a commune which cathedral and fortification complex was entered on the list of the 25 monuments of the history of Poland. The museum of Nicolaus Copemicus is also the most often visited museum in the Warmia and Masuria region and it places Frombork on the fifth position in Poland in regard to the number of museum visitors per head. It is therefore obvious that Frombork plays a special role among the Polish cultural values. Is it enough for the Frombork commune to develop on the basis of tourism? Is tourism an essential source of income in the communal budget and its inhabitants’ budget?

Among all visitors lodging for the night in Frombork, as many as 45 percent were foreign tourists. This can be partially explained by the region’s past and a relatively common sentimental form of tourism. Statistic data indicate that in the case of Frombork, where the cultural values are a decisive factor, the tourist movement is characterised by short, mostly one day long, tourist stays.
