Prof. Meyer-Peter (Chairman of the Organizing Committee) welcomed the delegates of the Executive Committee of the Third International Conference on Soil Mechanics and Foundation Engineering. Prof. Meyer-Peter expressed his thanks on behalf of the Swiss National Society for the great honour of rccciving the Third Conference in his country. Prof. Meyer-Peter hopcd that apart from laboratoiies and technical works the delegates would have the opportunity to visit, they would also enjoy the natural beauties of Switzerland. Prof. Meyer-Peter then called on Prof. Terzaghi, as Chairman.

Prof. Terzaghi (Chairman of the International Society) was pleased to State that the Society sińce its foundation in 1948 on the occasion of the first Conference at Rotterdam, successfully passed the so-called “loading test” which marked the first stagc of its existence. The statutes set up 5 years ago at Rotterdam met in generał with the rcquiremcnts. In the meantime, some modifications werc, however, put forward. Prior to the dis-cussion on this item of the agenda, Prof. Terzaghi called on Prof. Taylor (Secretary of the International Society) and then on Mr. van Mierlo, to present their reports on the activity of the Organization in the course of the last 5 years.

Prof. Taylor reported that the main object of the Organization consisted in giving regular information to the various national Socicties, i.e. by circular lettcrs prcpared at Ieast twice a year. For the bcginning, 18 countries took part in this activity and were joined later on by Denmark and Italy, whereas Belgium, France, Portugal, Poland and Turkey as well as India were to follow later. Thus a total of 27 National Societies was achieved.

The financial position of the Organization may be considered as sound as the result of annual subscriptions—being SI5 per National Committee—showed a balance of S 1075.45. The annual subscription per individual member never exceeded 25 cents. Moreover, Unesco granted a sum of $500.— for the printing of papers and of a dictionary. A list of members and subscriptions could be consulted at the end of this meeting.

The Chairman called on Mr. van Mierlo.

Mr. van Mierlo read his report regarding the activity of the International Society sińce 1948 in co-operation with Unesco and U.A.T.I.

Prof. Meyer-Peter (President du Comite d’organisation) sou-haite la bienvenue aux delegues du Comite executif du Troi-sieme Congres International de mecanique des sols et des tra-vaux de fondation. Le Prof. Meyer-Peter exprime la reconnais-sance du Comite national qui a Thonneur cettc annee de rece-voir ce Troisiemc Congres dans son pays. Le Prof. Meyer-Peter espere qu’en plus des laboratoires et des realisations tech-niques que les Congressistes auront Toccasion de voir, ils apprecieront egalement les beautes du paysage suisse. Le Prof. Meyer-Peter passe ensuite la presidence a M. le Prof. Terzaghi.

Prof Terzaghi (President de la Societe Internationale) est heureux de constater que la Societe, depuis sa fondation en 1948, au premier Congres de Rotterdam, a subi avec succ£s «l’essai de charge» que represente cette premiere phase de son existence. Les statuts etablis il y a 5 ansa Rotterdam, repondent en generał aux activites proposees. Cependant quelques modifications ont ete proposees entretcmps. Avant de passer a la dis-cussion de ce point a 1’ordre du jour, le Prof. Terzaghi donnę la parole au Prof. Taylor (Secretaire de la Societe Internationale) d’abord, et a M. van Mierlo ensuite aux fins d’entendre leurs rapports sur l’activite de 1’organisation au cours des 5 ans ecoules.
