Facility Memorandum, Operations Letter,
and Letter of Agreement
A facility memorandum is used to disseminate information within the Army. It is not an official
means of communication for agencies outside the Army, however. This appendix shows a sample
facility memorandum (Figure B–1), an operations letter (Figure B–2), and a letter of agreement
(Figure B–3). When more than one airfield must agree to a policy or procedure, a letter of agreement
is used.
