NDORSEMENT
Foreign-flagged Bulk Gas Carriers must hold a valid IMO Certificate of Fitness and
be examined for and receive an Endorsed Certificate of Compliance (COC).
Prior to scheduling a COC Exam, vessel owner/operators must have in place or
apply for a Subchapter O Endorsement (SOE) from the USCG Marine Safety
Center (MSC).

PPLICABILITY
The below items are mandatory only for an initial SOE application:
1
A valid copy of the vessel’s IMO Certificate of Fitness for Carriage of Liquefied Gases in Bulk
and all addendums.

A description of the vessel (vessel particulars).
3
A general arrangement plan of the vessel.
4
A mid-ship section plan of the vessel.
5
Firefighting and Safety Plans.
6
Schematic of the liquid and vapor cargo piping.
7
Classification Society certification for ethylene oxide carriage.
8
Classification Society certification for steel and cargo temperature control (per 154.170).
9
SOLAS Safety Construction and Safety Equipment Certificates.

XCEPTION
If the vessel has been issued a Certificate of Compliance within the previous 10 years,
only the IMO Certificate of Fitness and all Addendums are required to update the SOE.

The requirements for foreign flag chemical carriers operating in US waters are

Chemical carriers do NOT require a SOE from MSC.
