TGNS - ENC PRODUCT RANGE
ENCs use 'intelligent' vector data. This data is held in layers and records every feature on a chart such as
coastlines, buoys, lights, etc. These features and their attributes (position, colour, shape, etc.) are held in a
database that allows them to be selectively displayed and queried. Therefore, ENCs can appear quite different
to traditional paper charts.
ENC data must be issued by, or on the authority of, a government-authorised Hydrographic Office. Each
country is responsible for producing its own ENCs, which must be updated systematically with all safety-critical
information and be fully compliant with the International Hydrographic Organisation's (IHO's) S57 Version 3
product standard. Any vessel wishing to use ECDIS as the primary form of navigation i.e. a reduction or
eradication of paper charts must use official ENC data as distributed by Primar Stavanger, UKHO, JHA and
other National suppliers from around the world. Unofficial data providers include C-Map and Transas.
While some nations have produced substantial amounts of ENCs, unfortunately many others still have little or
no coverage at all. ENC coverage of high priority areas such as the world's main shipping routes will gradually
become available over the next few years, but other areas could take far longer.

structure. You are advised to consider this price information contained within this document as a guide only,
and you should therefore confirm the latest prices with Thomas Gunn Navigation Services Ltd.
What are the regulations regarding Electronic Charts?
If electronic charts are used as a primary navigational tool and to reduce the number of paper charts carried
and kept up to date, the combination of chart and display system must conform to International Maritime
Organisation (IMO) and national regulatory authority rules.
The IMO requires that when using a type-approved ECDIS:
ENCs can be used for primary navigation in place of paper charts, provided there is a suitable backup (e.g.
another ECDIS with a separate power supply, or an appropriate folio of up to date paper charts**).
RNCs, when used in conjunction with ENCs (to fill the gaps in coverage) can be used for primary navigation
together with an appropriate folio of up to date paper charts**.
** What is considered 'an appropriate folio of up to date paper charts' will vary between flag states, and may or
may not represent a reduction in the number of paper charts required to be carried.
These are only guidelines, there are regional exceptions to these rules. Users must consult their own flag
state's regulatory authority (e.g. the MCA for the UK) to find out exactly which regulations govern their
electronic chart carriage requirements, as regulations can vary.
ADMIRALTY ECDIS SERVICE
The following information provides details on the ECDIS Service from the UKHO, which was launched on the
1st December 2004.
The Admiralty ECDIS Service has been developed to help shipping companies meet SOLAS carriage
requirements for ECDIS. It provides ENCs where the UKHO has access to them together with
comprehensive ARCS coverage.

Chart Coverage in the Admiralty ECDIS Service
Initially, the new service will include ENC coverage of the Arabian Sea, Atlantic Ocean, Bahamas, Bay of
Bengal, Belgium, Caribbean Sea, Cyprus, Egypt including Suez, Falkland Islands, Germany, Gibraltar, Greece,
Gulf of Aden, Indian Ocean, Jamaica, Malta, Netherlands, Pacific Ocean, Portugal, Red Sea, Socotra, Somalia,
South Africa, Southern Ocean, Sri Lanka, Spain, Canaries and Balearics, UK and Western Africa together with
all available ARCS charts.
ENC coverage is continuously growing and we will continue to keep you updated as coverage improves.
Please note that ARCS coverage is now available in all areas other than Japanese, Ecuadorian and larger
scales in Malaysian waters.

ENCs, where available, together with comprehensive ARCS coverage.

The geographic areas have been designed to simplify both the ordering process and pricing of the new service,
whilst minimising the number of ENCs and ARCS charts the shipping company must purchase.
Folio Categories
Within each area there are up to three separate folio categories:
" The Full Folio containing all coverage available within a given area.
" The Standard Folio containing all coverage of major ports and trade routes within a given area and
excluding ports of less than 10 meters in depth, remote anchorages, naval bases, ports where port
calls are few, bulk cargo only ports, low throughput container ports, very small crude oil loading ports
and low volume oil product ports.
" The Transit Folio containing the coverage required for safe transit, including principal ports, primary
routes, bunkering ports and ports of refuge and excluding all other charts.
These folio categories have been designed to appeal to passenger liners, container ships, crude oil tankers,
product tankers, chemical carriers, gas carriers and UK ferries. It is anticipated that these folios will not be as
well suited to naval vessels, non-SOLAS tonnage, bulk carriers, coastal traders or pleasure craft.
It is also possible to purchase ENC charts on an individual cell or unit basis from regional centres or selected
Hydrographic offices.

SINGAPORE ENC AVAILABLE THROUGH PRIMAR STAVANGER
The Singapore Electronic Navigational Chart (ENC) covers Singapore waters and its approaches. It contains
chart information necessary for safe navigation as well as additional information not contained on a paper chart.
Singapore ENC are produced and Quality Assured by the Singapore Hydrographic Department of the Maritime
and Port Authority of Singapore (MPA). The Singapore ENC is produced in accordance with the International
Hydrographic Organisation (IHO) S57 Edition 3 specifications.
All 14 cells are purchased as a complete unit at a cost of Ł37.50
JAPAN HYDROGRAPHIC ASSOCIATION (JHA)
Japanese waters are well covered by both small and large-scale coverage. This is very useful for a number of
commercial customers who regularly navigate these waters, as it is poorly covered by other charting systems
such as the Admiralty Raster Chart Service (Arcs). In the past navigators have been forced to revert to the use
of the paper chart in these waters.
The ENC s for this area have now been available for a number of years and typically the charts are purchased
on a one off basis. They are then updated via subscription to a monthly updating service supplied on CD-ROM.
Our suppliers have advised that this system will change (as of April 2005) to a licence based system such as
those operated by Primar Stavanger, where by the charts will be leased on a 12-month subscription.

NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA)
The NOAA ENC supports all types of marine navigation by providing the official database for electronic
charting systems (ECS), including the Electronic Chart Display and Information System (ECDIS). NOAA
ENCs support real-time navigation as well as the collision and grounding avoidance needs of the mariner,
and accommodate a real-time tide and current display capability that is essential for large vessel navigation.
The NOAA ENCs are in the International Hydrographic Office (IHO) S-57 international exchange format and
comply with the IHO ENC Product Specification, however, there are two different versions of NOAA ENCs
which are described in further detail below:
Version 1 (Not considered as official ENC charts)!
The Version 1 NOAA ENC was the first produced and currently 36 NOAA ENCs
fall into this group. They are intended for navigating deep-draft commercial vessels.
They may not cover the entire area of the corresponding paper chart, as only areas
where these vessels transit are covered. Furthermore, the area between the
coastline and the first continuous offshore depth curve, typically the 12 or 18-foot
contour, does not have all of the charted features. The idea was that deep-draft
vessels couldn't travel in those waters, so features there were not collected as they
represented "clutter" and were extraneous information for those vessels. Those
areas with incomplete data are covered by an S-57 "Caution Area" that when clicked
on informs the user to refer to the paper or raster chart if navigating in this area.
Spot sounding information is also not included in Version 1 NOAA ENCs.
Version 2 (Official ENC Chart of US Waters)
Version 2 NOAA ENCs contain everything that is on the paper/raster chart, with
a few exceptions on the land. Coast Survey has an ongoing program to simplify
the paper/raster nautical chart to help eliminate extraneous clutter. The Version 2
NOAA ENC follows this principle. The paper/raster chart content is duplicated
except for roads, railroads and buildings that are not landmarks. Large areas of
buildings that are not yet simplified on the paper/raster chart are shown in the
NOAA ENC as a built up area.
We continue to work very hard to produce and maintain these NOAA ENCs and are pleased to announce that
they are released to the public at no cost. The actual charts can be downloaded from the NOAA web site
completely free of charge.

During 2005, NOAA ENC incremental updates will provide automatic NOAA ENC corrections for Notices to
Mariners and other changes. In the meantime, all Notice to Mariners corrections are provided to the public by
posting corrected versions of the NOAA ENCs to the Web site.

NAUTICAL DATA INTERNATIONAL (NDI)
Thomas Gunn Navigation Services Ltd are an official NDI distributor of Canadian ENC.
Digital Ocean Professional electronic charts are officially released CHS vector charts designed for commercial
applications and are usable in many commercial navigation software packages. Charts are available in CD-
ROM collections. The official Canadian updating service is provided with all CD-ROM collections and is
available for individual titles.
Digital Ocean Professional electronic charts are in S-57 ed 3.1 format.

The Hydrographic and Oceanographic Service of the Chilean Navy (SHOA) has released over 50 ENC cells
providing comprehensive coverage of the Chilean coastline. The ENCs are grouped into one of 5 regional
folios. Updates are issued by email.

The Hong Kong Hydrographic Office has produced 15 ENC cells to provide complete coverage of Hong Kong

as a download from the eNTM website during the subscription period.

e-MLX Official Distributor of Korean ENC
The official Primar Stavanger electronic navigational chart (ENC) service has signed an ENC distribution
agreement with e-MLX Co Ltd, official distributor of Korean ENCs. This deal means that the Primar Stavanger
service, will be extended to include all the ENCs produced by and available from Korea.
The first Korean ENCs are expected to be available from March 2005, and will consist up to 210 ENC. Of
these, 24 files will be in Overview scale (usage band 1), 17 in General scale (usage band 2), 65 in Coastal
scale (usage band 3), 45 in Approach scale (usage band 4) and 135 in Harbour scale (usage band 5).
These ENCs offer full coverage of the eastern, western and southern coasts of Korea in large scales, as well as
the adjacent sea areas in smaller scales.
These electronic charts meet IMO SOLAS requirements for paperless navigation when used on ECDIS.
