4. Cooperation with allies against environmental degradation, drugs and terrorism.
5. Reshaping and renewing alliances.

US Defence Policy Priorities.
- preserve the US as an independent nation,
- safeguard the US fundamental institutions and values,
- deter agression and reduce the chances of nuclear war,
- defend allied nations,
- help resolve regional conflicts outside the US,
- protect supplies of strategic resources,
- negotiate more rational relationships with current or potential adversaries,
- support peace by participating in the UN missions.

The USA at large.
People of the US commonwealths, territories, and possessions are official US citizens without the right to vote in the national elections.
Commonwealths:
Puerto Rico - a commonwealth since 1917; elects its own governor and sends a non-voting delegate to the House of Representatives.
Nations Trust Territory of the Pacific Islands - part of the Mariana Islands; a self governing commonwealth since 1986.
Territories:
American Samoa - elects its own governor and sends a non-voting delegate to the House of Representatives; has had its own constitution since 1960 and the local legislature.
American Virgin Islands - bought from Denmark in 1917; elect its own governor and sends a non- voting delegate to the House of Representatives; administered by US Dept. of Interior.
Guam - a territory since 1950; elects its governor and sends a non-voting delegate to the House of Representatives; administered by the US Dept. of Interior.
Possessions:
Midway - an island administered by the US Navy.
Wake - an island administered by the US Air Force.
Panama Canal Zone - according to the pact from 1903 the US has taken control over the zone; to be reverted to Panama in 2000.
