PURPOSE AND SCOPE
The "Inspection Guidelines for Bulk Oil Carriers" have been developed in order to provide comprehensive guidance on the conduct of tanker inspections. The term "Bulk Oil Carriers" is used to refer to oil tankers and also to combination oil/ore carriers, oil/bulk/ore carriers and those chemical tankers involved in the transportation of oil cargoes.
Tanker inspections may be undertaken by a variety of personnel, including those representing owners, managers, charterers or traders, all of whom have an interest in ensuring the safe, pollution-free and efficient operation of the ship. The Guidelines have been developed primarily to assist inspectors to assess whether a ship complies with relevant legislation and accepted industry recommendations and practices in respect of safety, pollution prevention and operational procedures. Wherever possible, individual items have been referenced to the relevant legislation or industry publication and, as a consequence, it is hoped that consistent interpretation of the various requirements will be encouraged.
The scope of any inspection will depend to a certain extent on the reasons for doing it. For example, an owner's representative will probably have different priorities from those of a potential charterer. It is not, therefore, anticipated that all the items included in the Guidelines will be completed on every occasion. However, the Guidelines have been structured to cover all major areas of operational importance and users can adapt them to meet their own specific objectives.
The Inspection Guidelines are not intended to replace or be a substitute for the International Safety Guide for Oil Tankers and Terminals (ISGOTT) or the International Maritime Organization (IMO) Ship/Shore Safety Checklists, both of which are designed to assure readiness to commence operations. Their use by individuals who inspect ships, or have their ships inspected, is entirely optional. Whilst the Guidelines may contribute to the development of consistent and effective operational practices, they are not intended to define or dictate criteria for ship selection.
Notes on the Conduct of Inspections and Use of the Guidelines
Inspections should only be carried out in the full knowledge of the Master or his deputy and with his co-operation.
On boarding the ship, the inspector should report directly to the Master in order to explain his intentions and objectives. During the inspection of the ship, it is recommended that the inspector be accompanied at all times by a responsible person nominated by the Master. The inspector should be an observer only and should not interfere or become involved in the operation of the ship, nor, if in port, be a party to ship / shore discussions unless he directly represents the terminal's interests.
On completion of the inspection, the inspector should normally report to the Master and ensure that the broad results of the inspection are understood. This will also provide the opportunity for the inspector to clarify questions that may have arisen during the inspection before he leaves the ship. It is important that the inspector advises the ship's owner of the outcome of the inspection to allow remedial action to be taken to rectify any deficiencies noted.
The competence and ability of inspecting personnel should be matched to the task identified in order that the value and acceptability of the inspection's objectives and results is not undermined.
Some of the questions in the Guidelines which follow provide for a choice of response, including an indication that the item is not applicable to the particular ship. In such cases, the inappropriate response(s) should be deleted. If a negative response is given, whether because the inspection finds something to be unsatisfactory or because it is not applicable to the ship in question, further explanation may be provided under "Additional Remarks" in the relevant section.
