In its formal form environmental management systems have operated for morę than fifteen years, sińce in 1993 Regulation No 761/2001 of the European Parliament and of the Council allowing voluntary participation by organizations in a Community eco-mana-gement and audit scheme (EMAS) was published. In 1996 the International Organization for Standarization (ISO) published the ISO 14001 standard on Environmental Management Systems - specifications with guidance for use. The popularity of environmental management systems (EMS) is still growing. There are morę than 100 000 organizations which have ISO 14001 certificates worldwide. In Poland there are morę than 1300 organizations which have certified EMS, most of them in Śląskie, Mazowieckie and Wielkopolskie Voivodships (regions) and least of them in Podlaskie, Lubuskie and Lubelskie Voivodships. Implementation of EMS by organization can bring a lot of profits, but in practice many organizations make mistakes when developing and implementing EMS and therefore those systems are not always effective. Some mistakes are caused partly by a lack of understanding of the EMS concept described in ISO 14001 standard. Another reason is excessive focus on the system documentation instead of the system effective-ness itself.
