IV.    Annual Report

(14)    At the given datę (Art. 8) each National Society shall send to the Secretary a report on its activity and on the deve-lopments in the field of soil mechanics and foundation engi-neering in its country.

The Secretary shall publish an Annual Report on the basis of these reports and shall send copies to the National Societies.

V.    International Conferences

(15)    Generally, the International Conferences shall be held at intervals of 4-5 years; time and place shall be fixcd by the Executive Committee on the basis of the invitations submitted by the National Societies.

(16)    The National Society of the country in which the Con-ference mects shall be responsible for the organization as fore-seen by Article 17. To this end the National Society shall appoint an Organizing Committee to which the President and Secretary are ex-officio members.

(17)    At least 18 months before the opening of the Conference this Organizing Committee shall request all National Societies to submit to it the papers submitted by their members. These shall be allotted to the sections selccted by the Organizing Committee. The Organizing Committee shall nominate a General Reporter for each of those sections.

The General Reporter may, with the approvaI of the National Society, co-opt one or morę assistants.

The papers shall be first submitted to the National Societies. These shall be responsible for selecting thcm and sending inter-esting papers only. In case there should be too many papers a ąuota a shall be granted to each country by the Organizing Committee.

The ultimate datę up to which these papers are to be sent shall be fixed in the same way. These papers shall be assembled by sections and published in one or morę volumes. These vo-lumes shall also include the General Reports; they shall be circularized to the members of the Society at least three months before the opening of the Conference.

During the Conference the presentation of the General Reports shall be followed by discussion. The Organizing Committee shall fix the ultimate datę up to which the text of these discussions are to be sent as well as their size. The discussions shall be published in the finał volume of the Proceedings.

VI.    Payment of Contributions

(18)    Any National Society which has not paid its contri-bution for morę than 12 months shall cease to receive the Annual Report. It shall also be deprived of the advantages of any information or servicc and shall not be permitted to vote.

VII.    Amcndments to the Present Statutes

(19)    The Statutes can be amended by the Exccutive Committee only.

IV.    - Bulletin annuel

14° A la datę fixee selon Particie 8, chaque Societe Nationale envoie au Secretaire un rapport sur son activite et celle de son pays dans le domaine de la mecanique des sols.

Le Secretaire publie un Bulletin annuel sur la base de ces Rapports et en fait parvenir des copies aux Societes Nationales.

V.    - Congrćs Internationaux

15° En regle generale les Congres Internationaux se reuni-ront a intervalles de 4 a 5 ans; les dates et lieux sont fixes par le Comitć executif sur la base des candidatures presentees par les Societes Nationales.

16° La Socićte Nationale du pays dans lequel se reunit le Congres assume la responsabilite de 1’organiser ainsi que prevu a Particie 17. A cet eflet la Socićte Nationale designe un Comitć d’organisation dont le President et le Secretaire sont membres ex officio.

17° 18 mois au moins avant Pouverture du Congres, ce Comitć d’organisation invite toutes les Societes Nationales a lui soumettre les Communications de ses membres. Celles-ci sont classees dans des sections qui seront definies par le Comitć d’organisation en accord avec le President et le Secretaire. Ceux-ci designent egalement un Rapporteur generał pour cha-cune de ces sections.

Le Rapporteur generał peut fairc appcl a la collaboration de un ou plusieurs assistants.

Les Communications sont soumises aux Societes Nationales, a qui il incombe de les selectionner et de ne presenter a la Societe Internationale que des travaux dignes d’intćret. Si le nom-bre des Communications presentees est trop eleve, il sera limite pour chaque pays par le Comitć d’organisation d’accord avec le President et le Secretaire.

La datę limite d’envoi de ces Communications sera fixee de la meme faęon. Ces Communications seront reunies par section et publićes en un ou plusieurs volumes. Ces volumes qui com-prennent egalement les Rapports gćneraux seront distribućs aux membres de la Societe trois mois au moins avant Pouver-ture du Congres.

Pendant celui-ci la presentation des rapports genćraux sera suivie d'une discussion. Le Comitć d’organisation fixera la datę ultimę de remise des textes des contributions aux discussions ainsi que lcur etendue. Elles seront publićes dans les comptes rendus.

VI.    - Vcrsement des cotisations

18° Toute Societe Nationale qui n’a pas paye sa cotisation depuis plus de 12 mois n’a plus droit au Bulletin annuel.

Elle perd egalement le benefice de tous renseignements et ser-vices et ne pcut participer a aucun vote.

VII.    - Amendements aux presents statuts

19° Les statuts ne peuvent etre modifies que par le Comitć executif.
