which they use for their own parcels. Such parcels shall be subject to the provisions of this Agreement and to the Detailed Regulations annexed thereto so far as these are applicable.
Article III.
Prepayment of Postage—Rates.
1. The prepayment of the postage on parcels shall be compulsory, except in the case of redirected or retumed parcels.
2. The postage shall be madę up of the sums accruing to each office taking part in the conveyance by land or sea. It shall include also any surcharge levied in accordance with Article V hereunder.
Article IV.
(a) Terminal ratę (departure and arrival).
(b) Transit ratę.
1. The terminal ratę for the Palestine Administration shall be fixed at :
* Fr. 0.75 f°r parcels ud to i kg.
Fr. i.io for parcels exceeding i kg. and not exceeding 3 kg.
Fr. 1.50 for parcels exceeding 3 kg. and not exceeding 5 kg.
Fr. 3.00 for parcels exceeding 5 kg. and not exceeding 10 kg.
2. The terminal ratę for the Italian Administration shall be fixed at :
Fr. 0.85 for parcels up to 1 kg.
Fr. 1.25 for parcels exceeding 1 kg. and not exceeding 5 kg.
Fr. 2.25 for parcels exceeding 5 kg. and not exceeding 10 kg.
3. The transit ratę for the Palestine Administration shall be fixed at :
Fr. 0.30 for parcels up to 1 kg.
Fr. 0.50 for par *ds exceeding 1 kg. and not exceeding 5 kg.
Fr. 1.00 for parcels exceeding 5 kg. and not exceeding 10 kg.

4. The transit ratę for the Italian Administration shall be fixed at :
Fr. 0.30 for parcels up to 1 kg.
Fr. 0.50 for parcels exceeding 1 kg. and not exceeding 5 kg.
Fr. 1.00 for parcels exceeding 5 kg. and not exceeding 10 kg.
Article V.
Sea Ratę.
Each Administration shall be entitled to fix the ratę for any sea service which it provides.
Article VI.
Fee for Clearance through Customs.
The receiving Administration shall have the right to collect a fee not exceeding 50 centimes per parcel in respect of clearance through the Customs.
