Rada Miasta Gdyni 31. października 2012r podjęła Uchwałę nr XXIV/506/12 w sprawie przystąpienia do sporządzenia miejscowego planu zagospodarowania przestrzennego części dzielnicy Śródmieście w Gdyni, rejon ulic Jana z Kolna i projektowanej Nowej Węglowej, który będzie obejmował m.in. Plac Konstytucji.
