Question 1 Ref: M.A 302 & M.A 708(b)1
Question:
Should the responsibility for the content and
accomplishment of the Pre-Flight Inspection be defined
within the Part  M CAME.
How is M.A 302 satisfied if the content of the Pre-Flight
Inspection is defined in the Operations Manual?
Answer:
No, because Article 2 to Regulation 2042/2003 does not
consider the inspection carried out before flight to ensure
that the aircraft is fit for the intended flight as
maintenance.

Question:
As the primary requirement is to establish Conformity to
the Design Data, and providing all the necessary controls
and procedures are in place, should it not be possible for a
Part 145 organisation to fabricate parts prior to an STC /
design change being approved. i.e. for initial
installation/certification.
We have been forced down the road to gain Part 21
subpart G approval for the manufacture of items related to
STC s / Mods that we design and embody on our own
aircraft could this not have been covered in 145
Answer:
No, fabrications of parts in accordance to 145.A.42 requires
the use approved data.

Question 3, Article 4 Reg. 1592/2002
Question:
We operate BAe Jetstream 31 aircraft for flight trials and
scientific purposes on a JAR-OPS 1 AOC. How much does
an aircraft needs to be modified for these purposes for it to
be listed as an Annex II aircraft?
Does the aircraft need to be redesignated as a one-off type
(it is currently a Jetstream 3102)? I ask this because the
annex II aircraft seem to be whole types as opposed as
individual aircraft serial numbers. The aircraft in question
are not engaged in military, police, customs or similar
services (Article 1 of Regulation (EC) No. 1592/2002).
Answer:
Question requires further clarification.

Question:
How are operators alerted of the issue of an EASA
AD?
Answer:
The dissemination of airworthiness directives to
aircraft operators/owners is a responsibility of the
State of Registry and does not belong to the Agency.
For products, parts and appliances, for which a
Member State is the state of design the
responsibility for issuing of ADs has been
transferred to the Agency.

Question:
Is CAP 747 intended to be the vehicle to convey such
information?
Answer:
CAP 747 Airworthiness Directives is an interim measure
pending final Agency guidance and procedures detailing
EASA AD publication process. This document is a
compendium of mandatory information and will remain
a CAA document with regular amendments until such time
as Agency publications supersede it.

Question:
What is the logic of AD numbering in CAP 747, because the
EASA AD numbers do not run in sequence? It is very
difficult to establish the exact content of CAP 747 without
using the LEP. ADs neither run consecutively from
beginning to end as a collective volume, nor do they run
consecutively in lists by manufacturer / type
Answer:
CAA will be able to provide further guidance on this
document. It must be noted that this document does not
cover all ADs, only those promulgated by CAA UK on
behalf of the Agency.

Question:
Is it EASA 's intention to issue an EASA AD to cover ALL
other AD? If not ALL, what is the rationale behind those
that have been issued.
Answer:
The published ED Decision states that the State of Design
ADs are automtically EASA ADs, however reserves the
right to amend or issue new ADs-for the second case
these ADs will be published by the Agency.

Question:
If the answer to 7 is "YES", does that mean that CAP 747
will be revised to include copies of all EASA ADs, and
consequently, ALL other ADs?
Answer:
CAA will be able to provide further guidance on this
document. CAA do not intend to include all published ADs
in CAP 747. Please refer to answer to question 6.

Question:
Will CAP 747 be corrected - there are multiple examples of
Page Dates disagreeing with the Page Date in the LEP.
Answer:
This is a documentry control issue. When discrepencies
are identified CAA should be advised and will intiate a
correction at the next revision.
