Monsieur le Ministre,

I have the honour to refer to the recent discussions between, on the one hand, the Govemment of the United Kingdom of Great Britain and Northern Ireland and the Govemment of the French Republic (hereinafter referred to collectively as “ the Govemments ”) and, on the other hand, the private group (hereinafter referred to as “ the Group ”) with whom the Govemments have decided to enter into negotiations with a view to each Government concluding with the Group a parallel agreement (hereinafter referred to as a “ Preliminary Agreement ”) concerning the finał studies relating to the construction of a raił tunnel under the Channel, and connected problems. I have the honour to refer also to the recent discussions held between the two Governments and morę especially to the discussions which took place between Ministers and officials of the two Govemments on 22 March 1971.

In the light of these discussions, the Govemment of the United Kingdom propose that:

(a) the Governments shall now proceed jointly to negotiate parallel Preliminary Agreements with the Group;
