EMU project can only succeed with an objective and open campaign
towards European citizens!
Brussels, 3rd of March 1998
The young generation has spoken; according to their opinion, the EMU
runs the risk of failure if in the end the EMU and the Single
currency, the Euro, will not be accepted by the European citizens.
Student organisation AEGEE, with the support of the European
Commission, gave young persons the possibility to express their
thoughts, hopes and fears on this vital issue for Europe in an essay
contest. Monday the 2nd of March a qualified panel, among others
Graham Watson (MEP), G nther Pauls (EC), Franck Biancheri
(Prometheus) and Jacky Davis (European Voice), selected the five best
essays.
The first price, 1000 ECU, is won by Justus Schoenlau, who took the
reader 50 years ahead and looked back. Its personal approach, the
originality and its 'catching' style of writing led to this decision
within the evaluation panel.
Gianluca Rezzano, second best, argues: "misinformed European citizens
are taking the risk of jumping into empty space by walking blindly
towards the Euro. In fact, instead of preparing a series of
information campaigns presenting the population with all the
advantages and, most importantly, all of the risks involved, all they
do is swamp the Union with brochures whose intellectual level is an
insult to whomever reads them".
Josep A. Xurigue, another winner, says: "The architects of the
process must make an effort in vanishing the doubts which could erode
the credibility and the complicity of the citizens in the Euro".
Around 41% of the essays were written as 'pro-EMU' and 34% were
'pro-EMU with a critical note'. The topics mostly discussed were: the
relation between the EMU and the future of the EU (49%), and the EMU
and its cultural, economical and social implications (all around
33%). The panel members were positively surprised by the average
quality of the essays and the awareness among young persons.
"But still, further and better information is needed. No technical
information, but more ideological reasons. EMU is seen as a catalyst,
but we don't know of what", panel member Franck Biancheri said,
President of Promotheus-Europe and founder of AEGEE.

Let's Europe Together
AEGEE Summer Universities 1998
With more that 2 200 places at disposal, AEGEE organises this year
again its Summer University Project. AEGEE locals in more that 102
places in all Europe, from Las Palmas to St. Petersburg, will organise
fortnight courses for the fixed amount of 100 ECU.
Languages (English, French, German, Italian, Russian, Catalan, Galician,
Spanish, Greek) but also Culture Art and History, Ecomanagement, Gastronomy,
Music, Sport and Computers constitutes the topics of these courses. This once
again reflects AEGEE's traditional formula to acquaint Europeans to Europe.
To achieve a perfect European integration, AEGEE developed the
concept of Summer Universities, as a chief tool to attain this
difficult but fascinating target. A Summer University consists of an
event organised by AEGEE Antenna, lasting at least two weeks. Placing
students coming from all over Europe, encouraging the sharing of
different cultural patrimonies and, in particular, the development of
linguistic capabilities are the characteristic of every SU. This is
different concept from other summer stays: AEGEE's SU are organised by
students for students.

Visas are a great obstacle to all-European student mobility
EU should abolish visas for Eastern European and Turkish students
In the light of Enlargement of the European Union to Central Europe,
AEGEE demands that the visa requirements for the European Union be
lifted for students from Eastern European countries (like Romania and
the Ukraine) and Turkey. Says Dan Luca, Vice President of AEGEE-Europe
from Cluj-Napoca in Romania: "For Eastern European and Turkish
students, obtaining visas poses one of the greatest obstacles to
student mobility. They have to undergo a huge bureaucracy (and
corruption) to visit a conference or study for some time in the EU."
22% of the members of AEGEE are from Eastern Europe or Turkey and thus
need a visa to enter the European Union. This means that they have to
apply for visas to 61% of all AEGEE activities. AEGEE members have
researched the visa problems intensively for over two years now. Says
Markus Schonherr, Visa Responsible of AEGEE-Europe's Comite Directeur:
"The visa requirements affect those students in Europe, whose mobility
opportunities are anyway limited financially. We think that the
European Union countries try to sneak out of their responsibility to
tie the students in Eastern Europe and Turkey closer to the rest of
Europe. The EU seems to do everything to build up another Iron
Curtain, just a little further east this time."
With the European Union urging all the candidate countries for EU
membership in Central Europe to apply stricter border controls, this
might mean that Eastern European students will in the future need
visas even for countries to which they still can travel rather freely
(Poland just recently introduced a visa regime for neighbouring
Belorussians). Consequently, the situation threatens to become even
worse for them than it is already now.

tudiants, sommes ensemble pour vaincre barriŠres culturelles et

Marina Aubert, originaire de Toulouse (France) considŠre que "vivre
et travailler avec 8 nationalit s diff rentes (4appartenant … l'Union
Europ enne, et 4 hors Union), c'est apprendre chaque jour un peu plus
sur la chute du communisme en Europe Centrale et Orientale; c'est
comprendre les relations entre Grecs et Turcs; c'est voir qu'une
culture europ enne existe vraiment sur ce vieux continent, mme en
ayant eu des exp riences totalement diff rentes des retomb es de la
guerre. Une histoire plus ou moins commune et des valeurs d cid ment
diff rentes, ce sont en fait ces difficult s de communication et de
malentendus que nous devons surmonter chaque jour pour atteindre
notre but qu'est l'Int gration Europ enne."

participants from 42 countries shared their views on Europe

"Students' Mobility is the key of an effective building of Europe"
says H lŠne Berard, the new President of AEGEE-Europe.
The biannual General Assembly of the student organisation AEGEE was
held from April 16th till the 19th in Maastricht. 1140 delegates who
were present in representation of 258 cities from all over Europe,
have decided to be more actively involved in European students
mobility.
On Sunday afternoon came the results of the elections, always the
most waited part of the Agora. The results are a new Comit Directeur
(European board) composed of nine people of eight different
nationalities: H lŠne BERARD President (French, coming from AEGEE-Aix
en Provence); Stefan SEIDEL Treasurer (German, coming from
AEGEE-Augsburg); Stevan VUKOVIC, Secretary General (Yugoslavian,
coming from AEGEE-Beograd); Dan LUCA, Member (Romanian, coming from
AEGEE-Cluj Napoca); Carmen HILARIO, Member (Portuguese, coming from
AEGEE-Coimbra); Marina AUBERT, Member (French, coming from
AEGEE-Toulouse); Orsolya PETER Member (Hungarian, coming from
AEGEE-Veszpr m); Oleh KYRIYENKO, Member (Ukrainian, coming from
AEGEE-L'viv) and Egemen Metin TURAN, Member (Turkish, coming from
AEGEE-Ankara).
Among the strongest points the new European Board committed itself to
achieve, we can emphasis those addressed to strengthen the topics of
European education, Enlargement of the European Union, development of
the European Citizenship concept and Globalisation.

Students opinion on the Single Currency
The Pan-European students association, AEGEE, has been the first
association to complete a European-wide information campaign on the
EMU for students in Europe
Brussels, 23 April 1998
"The Economic and Monetary Union (EMU) and even the European Union in
general runs the risk of failure if in the end the EMU and the Euro
will not be accepted and fostered among its citizens, especially
among young people. The Euro should and could be the first real
concrete symbol for European citizens since the creation of the
European Union. Currently, the golden opportunity to bring the EU
closer to its citizens might not be used appropriately as people are
not informed enough. Our essay competition and the questionnaire
showed this clearly. National governments do not provide sufficient,
correct and complete information on the EMU", says Bart Neerscholten,
Project Manager of "Europe and Euro".
The "Europe and Euro" Project was an information campaign on the EMU
and the Euro for young people in Europe. It aimed at creating
awareness among young people by providing objective information and
interactive discussions. The project consisted of an essay
competition, 19 conferences in 11 countries with over 2,000
participants and a questionnaire. All results are collected in a
results brochure. A copy of this results brochure can be obtained
from AEGEE-Europe.
During the private reception on the results of the project, hold on
the 23rd of April 1998, Mrs. Randzio-Plath, President of the
Subcommittee on Monetary Affairs of the European Parliament,
underlined that young people should become a specific target group
concerning the EMU preparations. Currently this is not the case,
though young Europeans, educated today, are going to be the
decision-makers of tomorrow. Moreover, the Euro will become their
future currency and they will have to live longest with the Euro.
AEGEE concludes from the project and suggests:
ú To support and integrate, even further than nowadays, young people
in organising local and international events dealing with the Euro;
ú To train students in higher and secondary education to act as
multipliers in our society;
ú To spread complete and more ideological information through the
various media for the youth, such as the Internet, music television
and specific youth magazines.

17 centres universitaires roumains sur la voie de l'isolement
C'est avec surprise et inqui tude que l'AEGEE (Association des Etats
G n raux des Etudiants de l'Europe) a r cemment pris de connaissance
de la derniŠre d claration de M. Karl Schl”gel, ministre autrichien
des affaires int rieures, qui a demand que la Hongrie et la
R publique TchŠque introduisent des visas d'entr e pour les Roumains
voulant voyager dans leurs pays. Cette mesure serait en totale
contradiction avec le d sir d'int gration europ enne qui se manifeste
aujourd'hui dans tous les Etats du continent; elle serait aussi en
contradiction avec les d cisions adopt es par le Conseil de l'Europe …
Strasbourg les 12 et 13 d cembre 1997, concernant le lancement d'un
processus global d'int gration des 10 Etats d'Europe Centrale et
Orientale candidats pour entrer dans l'UE ; l'un d'eux tant la
Roumanie.
L'introduction de tels visas nuirait r ellement … la volont de
mobilit des citoyens et s'impose tel un acte de discrimination qui
pourrait affecter gravement la possibilit qu'ont les tudiants
europ ens d'entrer en contact direct les uns avec les autres. Cette
d claration est totalement injustifi e et vient en contradiction avec
toutes les d clarations des leaders politiques europ ens.
L'AEGEE s'est implant e en Roumanie dŠs 1990 et y possŠde aujourd'hui
un r seau de 17 filiales, lui-mme faisant parti du grand r seau
AEGEE.
L'Association des Etats G n raux des Etudiants de l'Europe (AEGEE) est
une association la que, sans lien avec aucun parti politique, sans
aucun but lucratif et financiŠrement ind pendante. Elle a t fond e …
Paris en 1985 o— elle a notamment jou un r“le pr pond rant dans le
lancement du programme Erasmus grce une intervention auprŠs du
Pr sident fran‡ais de l' poque, Fran‡ois MITTERRAND en mars 1987.
Aujourd'hui, elle rassemble 20 000 membres dans 258 antennes,

AEGEE and the Congress of Europe
European Students get prepared towards the XXIst century

This Congress of Europe is a symbol for the European students who are
also AEGEE members. Through preparing Europe of the XXIst century, the
students of today will be the ones benefiting from what will be built
during this week-end.
During this European event which will take place from the 8th until
the 10th of May 1998 in The Hague, AEGEE is going to be present with
130 delegates, selected among its 20.000 members coming from 42
countries. H lŠne BERARD, President of AEGEE-Europe, has been
officially invited to be a panelist in the workshop called
"Multicultural dimension", while David STULIK, Former Vice-President
of AEGEE-Europe, and elected in 1997 "Young European of the Year" by
"The European", will speak during a scheduled intervention in the
Workshop dealing with Citizenship. "This proves the seriousness of
this student movement who wish to build the Europe of the XXIst
century", declared Dan Luca, actual Vice-President of AEGEE-Europe.
Co-operation between the European Movement and AEGEE is also going on
as we are organising together the One European Night, a party which
will be broadcast through satellite in the majority of Universities on
the 9th of May. "The AEGEE experience already exists for 13 years as
AEGEE was founded in Paris in 1985, and it allows us to organise
conferences, seminars, infodays, European concerts and European
cinemas, in our whole network, all dedicated to the Day of Europe "
declared Silvia Kiraly - Project Manager "Day of Europe".
Together for one day, no matter if we are hundreds or thousands
kilometres away. Our common ideal is a Europe for all.

AEGEE and "Reinventing Europe"
European Students Prepare Year 2020

The year 2020 is a new reference mark for us, European students who are members of the Association des Etats G n raux des Etudiants de l'Europe (AEGEE). It will be time for us, Students of today, to take important decisions that will influence everybody's life. "Project Europe 2020" is a necessary initiative in a Europe where real citizens' problems are often forgotten. PROMETHEUS-Europe's idea to organise the "Reinventing Europe" conference, on May 29th and 30th 1998 in Athina, is the ideal occasion to directly discuss upon European democracy, internal security, economical compatibility and European experience.
AEGEE will be present in the Greek capital with a delegation led by par St lios Mystakidis, and constituted of selected AEGEE members among its 20 000 members coming from the 42 countries where AEGEE is implemented.
"We are conscious that youth has to get actively involved in the running European building. We cannot keep indifferent to nowadays taken decisions, because, in 10-20 years, it will be too late to correct mistakes. We have to help right now, and to canalise our efforts in order to durably build. The 13-years-old AEGEE experience permits to globally approach them, in all fields. Europe of tomorrow is a priority for us" declare Dan Luca, vice-president of AEGEE-Europe.
"AEGEE, such as a laboratory for European construction, will bring results of its brainstorms and experiences to this meeting. It is one of the examples of our daily efforts, for building a united Europe in all fields. And we want to involve young Europeans that way" adds Marina Aubert, Human Resources Director.

AEGEE salue l'initiative prise par les quatres Ministres de l'Education fran‡ais, anglais, allemand et italien qui se sont rencontr s lors du Colloque international qui s'est tenu … Paris les 24 et 25 Mai derniers afin de c l brer les 800 ans de la Sorbonne.
"Enfin, aprŠs plus de 10 ans d'existence du programme SOCRATES, les gouvernements de 4 des plus grands pays europ ens se d clarent ouvertement en faveur de la mobilit europ enne. C' tait une grande joie de voir que les conclusions qu'AEGEE avait tir es de son projet "SOCRATES Action Day", organis en novembre dernier, ont t prises en compte. Cette d claration commune va tout … fait dans le sens de nos espoirs et de nos revendications" d clare H lŠne Berard, pr sidente d'AEGEE Europe, qui rentre juste de Paris o— elle tait une des rares repr sentante du monde tudiant.
En effet, la mobilit physique, non seulement des tudiants mais aussi des professeurs avait t identifi e comme un point crucial de la cr ation d'une citoyennet europ enne.
De mme, la reconnaissance des acquis qui a t encourag e au cours des discussions qui se sont tenues dans les amphith atres de la Sorbonne est un point important. Cela est vrai non seulement pour la p r nit de l'apprentissage tout au long de la vie mais aussi dans le but d'obtenir une meilleure ad quation entre les besoins des entreprises et les savoirs (savoir, savoir faire, savoir tre) acquis par les tudiants … la sortie de l'universit .
Cependant, s'il est une ombre … ce tableau, c'est bien le fait que jamais, durant ce congrŠs, il n'a t fait mention de l'importance de la reconnaissance des acquis li s … des exp riences associatives. La participation des jeunes dans la soci t civile en serait trŠs favoris e, tant en terme de qualit que de capacit de travail et d'action. En effet, tre membre d'AEGEE, au sein d'une quipe multiculturelle, est un environnement parfait pour d velopper ses capacit s de communications, de travail en groupe et d'adaptabilit .

Students aren't clients, they have to be considered legitimate partners
of the development of Higher Education for the 21st Century. This is the
main idea AEGEE proposed with the support of other Student organisations
present at the 6th UNESCO NGO consultation on Higher Education, which
took place in Paris between the 28th and the 29th of May.
AEGEE clearly supports the idea that "Higher Education cannot be based
on loans for students "as Mr. Federico Mayor, General Secretary of
UNESCO, stated on the opening of this meeting.
Carmen Hil_rio, vice-president of AEGEE-Europe stated that "If the
Universities of the 21st century want to give birth to a new generation
of self-employed entrepreneurs and job creators, they have to develop a
policy of harmonisation with the world of work, helped by the
Governments. The access to Higher Education Institutions has to be
equally accessible to ALL and we mustn't forget that the mission of
Higher Education Institutions is to educate and not just to train."
Alexandra Siniscalco, AEGEE's liaison officer for UNESCO, mentioned that
"AEGEE as an European Students association thinks that equity of access
can only be achieved if we are able to develop structures that enable us
to give both financial and social support to the world student
community."
In October, in Paris, during a panel concentrated on the students vision
and that will gather the whole academic world, the UNESCO World
Declaration on Higher Education for the 21st century, will be presented.

"How do young people, especially students, see their current and future
situation, especially regarding the relations with Europe, social
development within their country, their regular daily life and the
relations with the other new states in the former Yugoslavia?" - was the
main question of the "Case study Trip to Former Yugoslavia", conducted
by Association des Etats G n raux des Etudiants de l'Europe (AEGEE). The
result book, that came out of print, offers very valuable data for
clarifying the background of the last year's students' protest in FRY
and other student initiatives in the region.
However, that result book is only one of the outcomes of that Case Study
Trip. Within the period of time of one and a half year three AEGEE
locals were officially founded in FRY, gathering hundreds of young
people on the projects devoted to democratisation of the region,
improvement of the media situation and of the educational systems, and
investigation of the position of national minorities.
Commenting on the last conference organised by an AEGEE local in that
region, held under the title "National Minorities in Vojvodina", Dan
Luca, vice-president of AEGEE Europe, declares that: "The rights of the
minorities should be recognised and respected in every state, but in the
frame of the sovereignty and independent status recognised by UN."
AEGEE events to come in the following period in FRY are a two-week
Summer University in Belgrade, under the title: "Regions, Nations,
Europe - Perspectives for the Balkans" (in July), and one of the two
main AEGEE statutory meetings - Presidents' Meeting in Novi Sad (next
April).

Cooperation between Ukrainian and Polish students endangered

It was with great concern that the decision of Polish government to
introduce visas for Ukrainian citizens was met in AEGEE (Association des
Etats G n raux des Etudiants de l'Europe) on the 24th June 1998. This
decision has been taken by government of Poland even though earlier this
year Polish Foreign Minister Bronislaw Geremek said that Poland wants to
preserve the visa-free travel for Ukrainians and would ask the European
Commission to accept this in order "to help Poland and Ukraine for both
political and economic reasons."
"Apparently Poland, Czech Republic and Hungary as first-wave candidates
for joining the European Union are being pushed by the European
Commission to make border-controls more strict" - says John Stienen,
member of AEGEE-Eindhoven. Hans van den Broek, European Commissioner,
said at a press conference in Warsaw in February this year the
tightening of Poland's eastern border is a "difficult measure but we
stand behind the decision of the Polish government."
Introduction of visas will seriously harm activities of AEGEE in both
Ukraine (where there are 11 divisions of association) and Poland (with
13 divisions).
AEGEE is the biggest interdisciplinary student association present in
258 cities in 42 European countries with over 20000 members all over
Europe. AEGEE doesn't have a national level - only European and local.
This big network is coordinated by the Comit Directeur (European
Board), which consists of 9 persons. Today the President of AEGEE is
H lŠne B rard and there are 8 nationalities represented in Comit
Directeur.

Mit grosser Besorgnis wurde die Entscheidung der polnischen
Regierung, Visa fuer ukrainische Staatsbuerger einzuf hren, bei AEGEE
(Association des Etats G n raux des Etudiants de l'Europe)
aufgenommen. Diesen Beschluss fasste die Regierung Polens am 24. Juni,
obwohl der polnische Aussenminister Bronislaw Geremek vor wenigen
Monaten betont hatte, Polen wolle den visafreien Reiseverkehr f r
Ukrainer beibehalten, und die Europ„ische Union um eine
Ausnahmegenehmigung diesbez glich bitten, um "sowohl Polen als auch
der Ukraine aus wirtschaftlichen und politischen Gruenden zu helfen".
"Offensichtlich werden Polen, Tschechien und Ungarn als
EU-Beitrittskandidaten der ersten Welle von der EU-Kommission

Delegates of AEGEE meet in Cagliari
600 students from 42 countries discuss about their future
Representatives from several hundred universities take part at the
statutory meeting of AEGEE, Europe's interdisciplinary students'
organisation. Situated on Sardinia, Italy, from 4th - 6th of September,
they discuss projects and strategies, articulate common positions and
prepare future actions. One of the main topics is the active involvement
in SOCRATES, the education program of the European Commission.
It is the first time for 9 years that one of the annual events of AEGEE is
organised in Italy. Up to 600 board members from Aalborg to Zaragoza are
expected to come to this Presidents' Meeting. _It's a good opportunity to
experience the variety of Europe.", says Dan Luca, Vice-President of AEGEE
Europe. _With the choice of Cagliari to host this event we would like our
members to understand the symbiosis of rich industrial centres and
agricultural regions in Europe."
For three days the participants attend workshops and exchange
international views on different topics. Education and the situation of
students in their own countries are major concerns. Especially the launch
of _SOCRATES II" by the European Commission in 2000, when the support of
students will be redirected, is discussed in Cagliari. _AEGEE takes the
lead to propose the other European students' association to be involved in
the development of SOCRATES", states Orsolya Peter, the Education
Responsible of AEGEE -Europe, after consultations with Mr. D. Lenarduzzi,
Director of SOCRATES at DG XXII, Department of Education and Youth.
Open to countries like Russia, Estonia and Turkey, AEGEE already
combines a group of young people which extends by far the present state of
the political European Union. Once more, this regular assembly collects
the opinion of students of all fields of study from 42 countries
throughout Europe to speak with one voice and to articulate their
interests.

Building a Social Europe: an Issue for European Students
Conference on "Development and Globalisation of SMEs" in Treviso
After the successful conferences in Amsterdam "How Safe is Fortress
Europe?" (April 1998), and in Enschede "Quest for Competence towards a
Knowledge Society" (May 1998), the recent conference coming up in AEGEE
within the "Building a Social Europe" (BASE) project is "Development and
Globalisation of Small and Medium Sized Enterprises" in Treviso, Italy
between 30th August and 3rd September 1998.
"The conference will try to focus on all the problems related to the
link between universities and the job market. The participation of the
Minister of Labour of Italy, Mr. Tiziano Treu, is already a proof of the
high quality of the conference" said Matteo Luisi, president of
AEGEE-Treviso.
"In Europe today, social issues have been put on the top of nearly each
agenda in the different EU countries. Still the social dimension of our
continent is far from being developed. That is why we decided to engage
the whole network of AEGEE in a big project on social issues. Students
have to speak up and discuss about the future they want" declared
Orsolya Peter, Project Manager of AEGEE-Europe.
For more than one decade AEGEE has been building bridges across Europe.
Beyond we will continue to guarantee a successful development and
improvement of our society. This is our aim. This is what we students of
Europe want. Among the objectives of the Union we now find the
strengthening of the economic and social cohesion and as well that the
Union is founded on the principles of liberty, democracy, respect for
human rights and fundamental freedoms and the rule of law.
The project BASE will give young people all over Europe the change to
build some stones in the construction of the European house which should
be based on a social fundament. In a profound discussion AEGEE intends
to compare the different social structures in order to contribute to
their improvement. In the process of further unification it is even more
important to highlight issues in society like unemployment or equal
chances.

Transylvania: Model of a Multicultural Society
The Romanian-Hungarian relationship in students' attention
For 2 weeks, 16 students from 8 European countries, took part in a Case
Study Trip in Transylvania, a region of Romania, event organised by
AEGEE (European Students' Association). A model of good living between
Romanians, Hungarians, Germans but also other minorities, Transylvania
could be a model in a world full of interethnic conflicts. Our happiness
is obvious when the European students get in contact with this reality,
having meetings with the people from the Romanian institutions, the
leaders of minorities and the representative of the churches in this
region.
"It was a great experience for us and we would like to thank to AEGEE
locals from Cluj-Napoca, Alba-Iulia, Sibiu, Brasov and Baia-Mare for
their co-operation in organising this event. The Romanian students know
how important is to cooperage with the students from other countries for
building together a Europe for all" declared Ralph Boelke, the
Co-ordinator of Case Study Transylvania (CST) project.
But this Case Study is only a part of the project that has as objective
the study of the people relationship in this region. "By organising, in
Cluj-Napoca, the heart of Transylvania, the conference called 'The
Romanian-Hungarian Relationship in 2020' which is the main part of our
project and also having among us the representatives of the Romanian and
Hungarian Presidency, we will emphasise the importance of the event"
concluded Oana Mailatescu, the president of AEGEE-Cluj-Napoca.
"We thought of year 2020, as being a year of reference for us, the
European students, because at that time, the nowadays students will see
the consequences of the decisions that are now being taken by
politicians. We can't ignore what's about with our future and also we
have to take part while contemporary history is written. The High
Patronage of Mr. Hans van den Broek, European Commissioner, encouraged
us, but also made us treating the subject we choose, as serious as
possible", mentioned Dan Luca, the vice-president of AEGEE-Europe.
Orsolya Peter, the European projects responsible of AEGEE-Europe
declared "Choosing "Babes-Bolyai University" from Cluj-Napoca as place
to present the CST final results has a symbolic value and having special
guests from Brussels get us motivated". At this conference, the
representatives of the Romanian and Hungarian Presidency, both the
Romanian and Hungarian ministers of education have already showed their
interest in the event. Also personalities from Brussels as Mr. Erick
Remacle, the Director of the European Institute and Mr. Franck
Biancheri, the founder of AEGEE in 1985, will take part.

The European Students' Association: Involvement in SOCRATES Programme
AEGEE Press Conference in International Press Club
Between the 4th-6th of September 1998 the Statutory Meeting of AEGEE,
Europe's biggest interdisciplinary student organisation took place in
Cagliari, Italy, where more than 100 European University representatives
were debating about the future of the new SOCRATES programme.
Presenting the results of the common opinion of these student
representatives will be the European Press Conference in Brussels, in
the International Press Club (Boulevard Charlemagne 1-B.33, 1041
Brussels), on the 24th of September 1998, at 11am.
"Strong co-operation was also set up with the Ministries of Education in
Europe, who declared their support towards AEGEE when organising the
Socrates Action Day 1998, in order to discuss and promote the new
SOCRATES Programme of the European Commission", stated H lŠne BERARD,
President of AEGEE-Europe.
AEGEE-Europe organised several workshops and involved the participation
of the plenary session of the Presidents' Meeting thus being able to
exchange international views on different topics. Since the new SOCRATES
programme is going to be implemented on year 2000, 1999 is the crucial
information year for advertising and involving more partners of higher
education. "Taking this opportunity AEGEE would like to take a key role
amongst European students in this action", is the opinion of Orsolya

The future of the higher education: student's vision
On the occasion of the UNESCO World Conference on Higher Education due to
take place in Paris from 5 until 9 of October 1998, AEGEE is publishing
its vision of Higher Education.
The official presentation of the book, named "The future of higher
education: a student's vision" will take place in Udine, Italy on
October 3rd. The book will then be taken to Paris where it will be
distributed at the World Conference.
"The interest and the consistent support of Udine's City hall in helping
us to print this book has been highly appreciated" says Alessia
Pastorutti, Italian member of the AEGEE-UNESCO team.
A cultural week will also be organised, between October 1st and 5th to
promote the Cultural patrimony of the region of Udine, particular
attention will be given to preservation of Cultural Heritage.
Working regularly with UNESCO for more than 3 years, AEGEE possess a
consultative status towards this institution and will have a
representative at the Regional panel during the World Conference.

Reaction to the European Commission's proposal in the field of education "SOCRATES"
AEGEE agrees with the EU's emphasis on Life Long Learning (LLL) but questions efficiency
AEGEE consider LLL as the key for education matters in the future. With an
ever changing work environment, it will in fact be necessary for everyone
to rehearse and renew his skills and knowledge in order to be permanently
adapted to the requirements of the job market.
Therefore, the education system has to be adapted so that anyone, at any
education level and at any age, can get access and gain new knowledge.
The formal education system will have to be reformed but AEGEE considers
it the main responsibility of each Member State, in co-ordination with
the formal education actors and companies, to work on the content. The
European Commission's main responsibility is to create an efficient and
coherent structure framing these new relations between formal education
systems, companies and itself in order to achieve its 3 development
aims:
1. Knowledge
2. Citizenship
3. Employability
In the frame of these 3 directions, AEGEE would like to make some
comments on the proposal presented by the Commission to the Parliament
and the Council.
Emphasis should be put on the promotion of language and cultural
skills. Indeed, by acquiring foreign languages, each person will have an
easier access to all information displayed through various means
(multimedia and Internet being the most appropriate ones). It is a
crucial step in the direction of the building of a real European
Dimension into the education process as it gives access to a much
broader scale of direct information.
A clear and strong link between education systems and companies must
be forseen. It is crucial that this link should be a priority in the
Commission proposal. In today's context, it would be inappropriate to
present a educational program where these relations are not strongly
encouraged and organized. As one of the main aim of the SOCRATES program
is to develop employability, this link is of crucial importance. As
such, the creation of another information network (EKC) parallel to
those already existing (EIC network) seems to be a mistake as it creates
another barrier between students (or any other person interested in
getting educated) and companies. Unless it clearly brings an absolute
specificity, the EKC network should rather be inserted into the EIC one.
Student representatives must be involved in the decision and
information process. As being the most directly concerned by the quality
and relevance of education, students should be consulted on a permanent
basis.
A coherent administrative process must be prepared. We welcome the
decentralization but we are concerned by its efficiency. We are
concerned by the fact that till now, the National Structures (SOCRATES
National Agencies for example) did not have enough resources to carry on
an efficient work. We would like the Commission to ensure that the
efficiency and quality of the administrative process will be reached
through this decentralization. More details about the concept of the
"integrated Management Structure" are eagerly expected. We also wish
that this greater decentralization will not limit the access to this
program for European association.
AEGEE appreciates the emphasis put by the Commission on the need for a
better information about, and evaluation of, the SOCRATES program.
Nevertheless, we hope that the creation of the Committee (composed of
Member States representatives) will not harm the independence of the
Commission in its decision process.
In the frame of the Grundtvig Action, AEGEE regrets that the target
group is limited only to employees or persons having left the education
system without a sufficient achievement. As a matter of fact, LLL is
aimed at ANY person willing to acquire new knowledge and shouldn't be
reduced. Furthermore, the program should insist on creating tools to
recognize the acquisition of knowledge through experience in NGO
management
Financial Impact. The grant awarded per month to ERASMUS students is
still far insufficient to prevent the creation of an elitist selection
process. As well the general budget awarded to GRUNDTVIG is far too
insufficient in relation with the target group which has to be reached.

Conference on "Surviving the 21st Century - Chances for a Sustainable Society?" in Heildelberg
After the successful AEGEE conferences in Amsterdam, Enschede and
Treviso the recent conference coming up within the "Building a Social
Europe" (BASE) project is in Heidelberg "Surviving the 21st Century -
Chances for a Sustainable Society?" between 29th October and 1st November
1998.
"Interested people will be offered an insight into the diversity of
sustainability and a forum for discussions with other young Europeans,
scientists, politicians and managers. Among others lectures will be held
by Ernst-Ulrich von Weizs„cker, Wuppertal-Institut, Gebhard Kirchg„ssner,
Hochschule St. Gallen and Domenico Siniscalco, Fondazione ENI Enrico
Mattei" said Roland Jesseit, president of AEGEE Heidelberg.
Topics to be covered by lectures include the use of energy, consumer
behavior, mobility and ecological management concepts. Complementary
workshops will critically evaluate our own conduct to achieve a more
sustainable style of living, resulting in a checklist for our every-day
actions and a concept for a sustainable university based on the
Copernicus-Charta.

Proposal.
Two major proposals will be discussed, of which the first one deals with
AEGEE's pledges to the European Commission, the European Council and all
national and regional governments in Europe to improve the freedom of
movement for all Europeans, and the dream of a united Europe may not be
washed away by national egoism. In particular we want to emphasize that
the Central European candidate countries to the European Union shouldn't
be forced by the European Commission to introduce visa requirements for
their Eastern neighbors. The second proposal of AEGEE is to urge the
European Commission and the European Council to take measures that will
improve the quality of the Union Citizenship and transform it from a
secondary to a full fledged one.
Open to countries like Russia, Estonia and Turkey, AEGEE already
combines a group of young people who extends by far the present state of
the political European Union. Once more, this regular assembly collects
the opinion of students of all fields of study from 42 countries
throughout Europe to speak with one voice and to articulate their
interests.

General Assembly of European Students' Association (AEGEE) held in Hamburg
The new European Board is composed of seven nationalities
"The European students education is the key for an United Europe" says
Stefan Seidel, the new President of AEGEE-Europe.
The biannual General Assembly (Agora) of the European Students'
Association (AEGEE) took place in Hamburg from October 22nd till the 25th
1998. 800 delegates who represented the 278 cities from 43 European
countries, have decided to be more actively involved in European students
mobility.
On Sunday afternoon came the results of the elections, always the most
waited part of the Agora. The results are a new Comit Directeur (European
board) composed of nine people of seven different nationalities: Stefan
SEIDEL, President (German, coming from AEGEE-Augsburg); Goosje MEULEMANS,
Secretary General (Dutch, coming from AEGEE-Amsterdam); Helen KUYPER,
Treasurer (Dutch, coming from AEGEE-Enschede); Dan LUCA, Member (Romanian,
coming from AEGEE-Cluj-Napoca); Refet SABAN, Member (Turkish, coming from
AEGEE-Ankara); Rok MEJAK, Member (Slovenian, coming from AEGEE-Ljubljana);
L szl¢ FL SšS Member (Hungarian, coming from AEGEE-Szeged); Isabella
CASARTELLI, Member (Italian, coming from AEGEE-Genova) and Egemen Metin
TURAN, Member (Turkish, coming from AEGEE-Ankara).
Among the strongest points the new European Board committed itself to
achieve, we can emphasis those addressed to strengthen the topics of
European education, Enlargement of the European Union and development of
the European Citizenship concept.

12th of November - Socrates Action Day!
AEGEE runs an evaluation of the Socrates Program all Over Europe.
In 100 cities all over Europe in 12th of November, AEGEE, with the
support of the European Commission and of the CRE (Association of
European Universities - Conference des Recteurs Europ ens) organises an
Action Day for the evaluation of the Socrates Program. Panel
discussions, conferences, press-conferences as well as parties will be
organised in all these cities on this occasion, under the slogan
"Fostering Students Mobility for a better Europe".
"The European students education is the key for an United Europe" says
Stefan Seidel, the president of AEGEE-Europe "that is why AEGEE focuses
again on this issue. We, as students have the responsibility to tell
what we think on a subject that directly involves our future. In 1987 we
managed to convince Mr. Fran‡ois Mitterrand that Erasmus was useful and
that it needed its input so that it could start." AEGEE has a long
history for what concerns the launching and the implementation of the
Erasmus project. Thanks to Mr. Mitterand support, AEGEE at that time
managed to break the front of the "No" of France, Germany and
Great-Britain.
AEGEE is particularly concerned about the question of the enlargement of
Socrates to Eastern Europe and Turkey. It is among our main aims to
foster the enlargement of Socrates to all Europe" - continues Dan Luca,
vice-president of AEGEE-Europe, "but we need the structures and the
financial resources for doing this. That's what we will try to get in
the near future. A serious engagement for the enlargement, together with
a better spending of the money and a decent amount granted to the
education Community programs".
The results of the Socrates Action Day will be collected by the
co-ordination Team, and than spread to the European and national
institutions, universities, companies and AEGEE locals. An official
presentation of the results will be held in Brussels on the 3rd of
December 1998, during a Press Conference.

14 Years of AEGEE activities
Celebration in the European Parliament on March 26th 1999
"The year 1998 meant a real ascension for AEGEE on the European level,
having the activity based on the 3 pillars: European Education,
Enlargement of the European Union and development of the European
Citizenship concept" said Dan Luca, Public Relation Director of
AEGEE-Europe.
The European mobility in AEGEE has the support of a flexible structure
that make the direct link between the local and the European level,
without having a national one. The results are amazing confirmed by the
100 European conferences organized in 43 countries included on the AEGEE
network and also the 102 university centers involved in the year project
called "Summer University".
"Socrates Action Day" was the project that gathered 100 university
centers in 31 countries, to express their opinion about the European
Commission projects. "The European students education is the key for an
United Europe" has been the guide followed by the 3 presidents of
AEGEE-Europe during 1998: Sergio Caredda (Italian), H lŠne Berard (French)
and Stefan Seidel (German).
Bringing the European mentality on the local level has been the aim of the
AEGEE statutory assemblies in 1998. These proved that among students,
distance and cultural diversity are not anymore barriers: Aix-en-Provence,
(600 delegates in February), Maastricht (1140 delegates in April),
Cagliari (600 delegates in September) and Hamburg (800 delegates in
October).
Before the New Year 1999 starts, AEGEE would like to wish to all their
partners "A Happy New Year!". In the mean time we have the pleasure to
invite you to celebrate together AEGEE's 14th anniversary on the occasion
of the European conference called "Education for 2020", that will take
place in the European Parliament on the 26th of March.
