P4 explain how an individual can exercise command and control
As a uniformed public service employee you have been asked to run a major incident training programme
Explain how an individual can exercise command and control and why the following are essential.
Who is responsible for assuming command of an incident and how would they do it?
The person that will be responsible for assuming command of an incident will really depend on the incident type where for example when there is a traffic accident where two cars have crashed then the person in charge of that accident will be the highest possible police officer that is at the scene and he will direct everyone what to do and will also give out roles of who has to do what, they will also have to come up with an action plan in every possible case that might happen.
How would the following services command an incident?
Police
Police is always the first service on any accident scene because they are the only service that rides around the streets in case anything happens and if anything happens they get a message over the radio so they know what has happened and where. When the police will attend an accident scene, they would need to get all the information’s that they can about what happened, why it happened, who did it. They will very often have to secure evidence that they found on the scene and ask people if they have seen it and what can they say about it.
Fire
The fire service does a lot of different jobs depending on a type of accident for example they might be called to a house fire where they would need to get the information’s if there is anyone left in the building and if the building is safe to go in to put the fire out, then they will need to put the fire down and make sure everyone is safe and no one is in danger, they might also be called to a traffic accident where 2 cars have crashed together where they would need to cut the car up to free the people from the crashed car, they will be called to the traffic accident scene because they specialize in this kind of work and they also have all the necessary equipment needed to cut the car up in case they need to.
Ambulance
When there is an accident where an ambulance is needed a small paramedic car will be sent first which will be followed by a large ambulance to the accident scene, if the paramedic’s car arrives at the scene and realizes that the large ambulance is not needed they will call them off so they can come back to the hospital and help someone else, if the paramedic arrives at the scene and thinks that he will not be able to give the injured people enough help then the ambulance will come in couple of minutes to give their patient a good help on their way to the hospital.
Explain the 3 levels of command
Strategic
Strategic command involves making strategies, planning and thinking about the actions of their team, they will need to come out with the best result for their team. In public services this will include many things for example strategies for war, fighting against terrorism, planning actions in case of riots or accidents and many more different situations. The strategic command will most probably be the highest ranks chief officer’s, they have to plan their actions very carefully in case anything goes wrong as it doesn’t only affect one service it affects couple of different services for example when there is a traffic accident then fire, ambulance and police are involved so they have to plan their actions fully in case anything happens.
