Naturę 2000 areas can contain existing protected areas (among others national parks, landscape parks, naturę reserves), entirety of areas and objects contained by other forms of natural preservation, and also terrains do not protected yet. The main criterion taken into consideration during area determination is natural habitats presence or plants and animals species, specified in above-mentioned directives. From among both terrain types, European Commission chose Sites of Community Importance (SCI). Terrain usufruct and business activity on the Naturę 2000 areas does not come under particular restrictions, however it is forbidden to (with certain exceptions) take actions, which could crucially make worse stale of natural habitats as well as stale of plants and animals habitats, also crucially affect adversely the species protected in this area. The ąuestions arc being asked, if natural preservation within the framework of European Ecological NetWork Naturę 2000 makes country development barriers? In case of projects likely to have significant effects in the Naturę 2000 areas, simultaneously belonged to categories which could have significant effects on the environment, establishing the influence in the Naturę 2000 area could be the feature of the “classical” Environmental Impact Assessment procedurę (with certain exceptions within the scope of organs property). In cases, when project does not belong to either so-called I group or so-called II group, separate proceeding in case of assessment of project impact to network Naturę 2000 areas is required. Environmental Impact Assessments proceedings for projects belonging to so-called group III, in principle should be conducted like projects likely to have potentially significant effects on the environmenl, for which responsibility of report's prepare could be established. Therefore, they are subject to screening procedurę and reąuired agreements, also, in case of anticipation of report’s preparation necessity, proceeding with community participation. With reference to rules in force in Poland before 15^lh November 2008, procedural mattcrs as well as properties of agreeing and opining organs have been changed. The slides show present business activity limitations in Naturę 2000 areas and legał deviation from the rule accepting projects of special public affair in case of naturę compensation realization.
