Prof. de Beer proposed a motion thanking the Japanese National Society for their efforts to datę in planning the IXth Conference and for notifying the Society so clearly about the difficulties they were now encountering over the guaranteed admissions of South Africans and Rhodesians to the Conference. He asked that if the matter could not be solved within three months to avoid this discrimination then the President, and the Secretary General, should be authorised to cancel the conference and to seek an alterna-tive acceptable meeting place.

Similar motions were proposed by Dr. Koenig,

Prof. Sowers and Prof. Jennings.

Prof. Sowers then presented the following joint motion which was seconded by Prof. Jennings:

J. The Executive Cormittee notes with regret and deep concem that the Japanese Govemment has indicated that it will not permit the attendance of members of certain national societies at the 9th International Conference. The Executive Cormittee believes that action of this sort will destroy the objectives and mechanisms of the ISSMFE. Furthermore such actions cannot be accepted by similar organisations which have as their objectives free interchange of scientific and technical information.

2.    The Executive Cormittee expresses its deep appreciation of the Japanese National Society for its frank and timely notice of this problem. Further the Executive Cormittee thanks them for their steady effort to resolve the issue.

3.    The Executive Cormrittee requests the Japanese National Society to approach their Govemment at the highest level to obtain their assurance that By-law 15 should be applied at the Tokyo Conference.

4.    At the same time the President, Secretary General and Vice-President from Asia will make similar efforts at the highest possible diplomatic levels, and National Societies are invited to take similar steps through their official channels.

5.    If in 3 months, the officers of the International Society have not obtained the necessary assurances, the President is reąuested to cancel the Tokyo Conference.

6.    In this case, the President and Secretary General (after consulting all Vice-President$) shall seek an altemate site and datę considering first the proposal of the F.R.of Germany madę in due form at Moscow and also the current proposal from Israel.

7.    In the event the Tokyo meeting must be cancelled the Secretary General will inform appropriate related Societies of the decision and the reasons for it.

Professor Fukuoka explained his sympathy for the South African National Society who had madę such

Ensuite, le Pr. Sowers propose la r§solution oorrmune ci-dessous appuyśe par le Pr. Jennings:

1. Le Camite executif prend acte, avec regret, et une profonde inquićtude de la dścision du Gouvemement Japonais d'interdire la visite des menbres de certaines sociśtes nationales a la 9eme Conference Internationale. Le Ccmitć ex£cutif estime que de telles actions dśtruiraient les objectifs et les moyens de la SIMSF. En outre, de telles actions ne peuvent Stre acceptśes par toute organisation analogue ayant pour objectif le librę śchange d‘informations scientifigues et techniąues.

2. Le Comite executif ronercie sincdrement la Sociśtś Japonaise de l'avoir informe a temps et franchement de ce probl&ne. En outre, le Canitś executif la remercie des efforts deployes pour rśsoudre cette guestion.

3.    Le Comitć executif demande ci la Sociśtć Japonaise de prendre oontact avec son Gouvemement, au plus haut niveau, afin d’obtenir une garantie que 1'article 15 des statuts sera applique a la Confśrence de Tbkyo.

4.    Paralldlenent, le Prśsident, le Secrśtaire Gśnśral et le Vice-Prdsident pour L’Asie, meneront une action analogue, au plus haut niveau diplomatiąue; les Soci§t§s nationales sont invit§es 3 faire des dónarches analogues par leurs voies officielles.

5.    Si, au bout de 3 mois, les responsables de la Sociśtś Internationale n'avaient pas reęu les garanties n§cessaires il est donandś au Prdsident d'annuler la Conference de Tokyo.

6.    Dans ce cas, le President et le Secretaire G^nóral (apres consultation avec tous les Vice-Presidents) chercheront un autre site pour une autre datę, compte tenu premidrement de la proposition de 1'Allenagne Fćddrale (faite en bonne et due formę a Mosoou) et aussi de l'invitation rścente d'Israel.

7.    Si la Conference de Tokyo devait etre annulee, le Secrśtaire General devra informer de cette dścision et des raisons qui y ont conduit, les Sociśtśs qui peuvent etre apparentóes S la nótre.
