and Rhodesian representation was also assured. Under these circumstances, although it was recognised that the arrangements were not perfect, the President decided that the Conference should go ahead and National Societies were notified to this effect. He now reported that subseąuently a completely satisfactory agreement for South Africans had been achieved and we must now look to an alteration in the By-Laws to try to ensure that the Executive Committee can act morę freely should such an occasion arise in the futurę.
13. The South African delegate described the great pleasure of the members in his Country when permission to attend the Conference had been received but the South African National Society considered that in not carrying out the mandate of the Executive Committee the President and Secretary General had acted contrary to the By-Laws and he proposed that the disappointment of the South Africans in this respect should
be recorded.
Amendment to the Statutes
14. A proposal by the President that By-Law 12 (ii) should be amended to read as follows:
HVoting shall in generał be by a show of hands. However, for the election of the President, for the selection of the place of an International Conference .....etc"
was unanimously accepted.
15. A proposal by the President that By-Law
12(v) should be modified was accepted with minor modification. Professor de Beer
proposed an amendment which was seconded by Professor Stefanoff and this was adopted by a large majority. The revised By-Law now reads as follows:
"A National Society which is unable to send a representative may delegate its voting rights either to its own Vice-President or to the delegate of another National Society, having notified this to the Secretary General."
16. A proposal from the President that By-Laws 15, 16 and 17 should be altered received long and careful discussion and
Mr. Donaldson on behalf of the South African Society introduced an amendment to what had been proposed. There was no seconder to this, however.
17. Three amendments to the proposals by the President were madę and accepted and the revised version of the By-Laws which were adopted by the Society now read
as follows:

Dans ces conditions, et bien que 1'accord ne fut pas parfait, le Prśsident dścida que le Congres de Tokyo aurait lieu, et en pr£vint les Sociśtes Nationales.
11 dśclare que, depuis, un accord tout 3 fait satisfaisant pour les Sud-Af ricains a et£ obtenu, et qu'il faut maintenant envisager une modification du Reglement Intśrieur pour permettre au Comitś Ex£cutif d'agir plus librement si de telles circonstances se reproduisent.
13. Le dśleguś Sud-Africain a dścrit le grand plaisir au'ont eu les membres
de son pays de recevoir 1'autorisation de participer au Congres, mais la Sociśte Nationale d'Afrique du Sud considere qu' en n'appliquant pas int£gralement le mandat du Comite Executif, le President et le Secrśtaire General ont agi en opposition avec le Reglement Interieur. Il demande que la dśception des Sud-Africains sur ce point soit inscrite au proces-verbal.
Amend ement aux Stątuts
14. Le Proposition du Prśsident de modifier 1'article 12 (ii) du Reglement Int£rieur de la faęon suivante:
"Le vote aura lieu en g£n£ral S main lev£e. Cependant, pour 1'election du President, pour le choix du lieu d'un Congres International..... etc"
estaccept£e 3 1'unanimite.
15. Le Proposition du Prśsident de modifier 1'article 12(v) du Reglement Interieur est acceptśe aprds une legdre modification. Le Professeur de Beer propose un amendement, soutenu par le Professeur Stefanoff, qui est adopt£ avec une large majorite. L'article r£vise est le suivant:
" Une Sociśte Nationale qui ne peut pas envoyer un representant peut deleguer ses droits de vote soit 2 son Vice-Pr sident, soit au delśgue d'une autre Sociśte Nationale, aprds en avoir informś le Secretaire Gśneral".
16. Le Proposition du President de modifier les articles 15, 16 et 17 du Reglement Intśrieur fait l'objet d'une discussion longue et attentive et M. Donaldson, au nom de la Sociśtś d'Afrique du Sud, depose un amendement £ la motion proposfee. Personne ne soutient cet amendement.
