A uniform conccpt of rcprcscntativcncss should constantly apply to all cascs whcrc thc principlc of tradc unions2 coopcration has not rcsultcd in thc reaching of agreement among tradc unions.

The lattcr typc of representation consists in thc rccognition of interests which combinc thc workforcc and thc Capital in an undertaking (enterprise) and not thc confrontation of interests typical of trade unions.2 So if there is no tradc union representation in an undertaking, h scems not justificd to make it possiblc to a non-union representation to conduct thc bargaining.
