With the following reservation:

“For the time being, Finland cannot guar-antee a right to an orał hearing insofar as the current Finnish laws do not provide such a right. This applies to:

“ 1. proceedings before the Courts of Ap-peal, the Supreme Court, the Water Courts and the Water Court of Appeal in accordance with Chapter 26, Sections 7 and 8, as well as Chapter 30, Section 20, of the Codę of Judi-cial Procedurę, andCbapter 15, Section 23, as well as Chapter 16, Sections 14 and 39, of the Water Act;

“2. proceedings before the County Administrative Courts and the Supreme Administrative Court in accordance with Section 16 of the County Administrative Courts Act and section 15 of the Supreme Administrative Court Act;

“3. proceedings, which are held before the Insurance Court as the Court of Finał Instance, in accordance with Section 9 of the Insurance Court Act;

“4. proceedings before the Appellate Board for Social Insurance in accordance with Section 8 of the Decree on the Appellate Board for Social Insurance.”

1.    Aux procedures devant les cours d’ap-pel, la cour supreme, les tribunaux des eaux et la cour d’appel des eaux conformćment aux articles 7 et 8 du chapitre 26, et 20 du chapitre 30 du codę de procćdure civile et aux articles 14 et 39 du chapitre 16 de la loi sur les eaux;

2.    Aux procćdures devant les tribunaux administratifs rćgionaux et la cour supreme administrativeconformćment ć Particie 16 de la loi sur les tribunaux administratifs rćgio-naux et h 1’article 15 de la loi sur la cour supreme administrative;

3.    Aux procedures devant la cour des assurances statuant comme juridiction de demiere instance, conformćment ć Particie 9 de la loi sur la cour des assurances;

4.    Aux procedures devant la commission d’appel en matićre d’assurance sociale, con-formćment a Particie 8 du dćcret sur la commission d’appel en matićre d’assurance sociale.
