Creating a society (airplane crush)
There was an airplane crash somewhere in the Pacific Ocean. Among over two hundred people only half survived.
They quickly found out that nobody lived on the island to which they went on life-boats.
There were 36 children and teenagers , and 77 adults among the survivers.
After couple of days they knew that no rescue would come and they started to need food, water and shelter.
Fortunately, the island was not polluted and there were some wild animals and various kind of fruit.
Although the people made some grass-huts before, now better shelter are needed immediately because it often rains and nights are very cold
The little society decided to choose a leader who would be able to lead a large group of people, be responsible, well-educated, creative, capable and wish the best for the people more than for him or herself.
They had a democratic election and choose an 50 years old man called John Oakley .
The man has great experience, he had worked as a judge in the U.S. for over twenty years and later he became an MP.
The leader made a general meeting and presented to the society a plan of his leadership. Most of people liked his idea, so it was accepted.
He presented 10 most urgent, in his opinion, points :
*food and water
*shelter
*health care
*judicial
*education
*industry (clothing, building etc.)
*waste disposal ( garbage, biological waste)
*commerce
*flag
*system of election
They started talking about the last point first and they decide that:
I. System of election :
1a ) Parliament and the leader are elected annually.
Parliament is elected in the spring, the leader the a fall.
1b) The leader is chosen among all the people including those in Parliament.
If someone from the Parliament is elected as a leader, there will have to be
a re-election to choose a person who will replace the leader in Parliament.
1c) There must be nine politics in the Parliament.
1d) Parliament's decisions must be confirmed by the leader.
If the leader vetoes, a proposition will be dropped.
1e) Every month there will be a general meeting of everybody including
children and youth. On this meeting everyone can share his or her opinion with the Government and other citizens.
Then the society made another election and chose nine people ,four men and five women to the Parliament.
Now these people are responsible to prepare rules to these nine points above and present them to the leader within 5 days.
After that time the Parliament presented to the Leader their projects and the Leader accepted the following:
II. Law :
2a) There are three branches of the Law System :
* Legislative -group of people who are to create and improve rules (the Parliament)
* Judicial - responsible for judging accused people (2 judges,2 prosecutors)
* Executive (E.G.)- people who are to execute the Law ( 15 - 20 people)
2b) Everyone suspect of crime will be arrested by Executive Guard (E.G.) and put under the Court.
2c) Suspect person cannot be kept in arrest longer than 48 hours without the prosecutor's order and cannot be forced to wait longer for court trial longer than seven calendar days.
2d) The fault must be well proved- there must be proofs or at least 2 independent eye-witnesses.
2e) Guilt will be judged individually and with special attention at circumstances and facts. In spite of that ,everyone is equal under the law and unfair judges will be punished.
2f) Unsatisfied people can appeal within 7 day-term and be judged by another judge. There are not other ways of apealing.
2g)Those guilt of crimes (ex. theft, assault/battery, bigamy, property damage, racism etc.) will be punished by working without salary for twelve hours a day for the society for a time that the Court will arrange.
2h) There are two particular "over-crimes" that will be judged differently - all murders and cruel sexual assaults. Those guilt of these crimes cannot stay on the Island; will be sent out on the sea on a raft with some food and water provisions. There is no opportunity to appeal in these cases.
2i) There are two types of cases : Criminal (as above) and Civil (when one person accuse another). For civil cases no prosecutor's assistance is necessary.
2j) Any civil person ,who will help to convict an offender ,will get a money award from the Government.
2k) By the law, all professionals have to continue to work in their professions.
2l) By the law, everyone has to work if his/her health allows.
2m) Every income greater than 50 CN must be documented.
2n) The Court is also the marriage institution.
III. Commerce:
3a) The currency is called One Coin ( 1 CN) and the money is made from copper. There are 4 different types of coins- *round= 1 CN ; square=5 CN ; rectangle= 10 CN ; triangle= 20 CN.
The coins are unstamped to simplify the process of production. Only the shape symbolizes how much a coin is worth.
An average salary is 1 CN per hour.
3b) The Parliament prepared list of professions,which are necessary. People come to the office and pick one of them .But first they have to prove, that they have some qualifications to do the job they have chosen.
3c) All the people must pay monthly 25% ("VAT") of their whole income to the Financial Government called "Fiskus". The Fiskus will use these money to pay salaries to these, who do not get paid directly from customers ( for example politicians, judges, EGs, teachers etc.) This kind of professions is called "budgetowka".
IV. Education:
3a) Every person between 6 and 18 years of age must attend school.
3b) All children and youth will be examined by teachers and put into one of twelve grades. No age but knowledge meters in this classification.
3c) Teachers' salaries will be paid monthly and will depend on the number of lessons they give.
3d) After 12 yrs of education ,18 years old person can go to "stadium" which lasts two years and prepares for a particular kind of work.
V. Health Care :
5a) Doctors ,nurses and paramedics also belong to Budgetowka- it means that people do not pay for treatment because the services are included in VAT.
Medicines are made by three experienced pharmacists.They use special kinds of plants etc. Although they try their best, results are poor. Medicines that have been left over from the plane crash are very precious now.
5b) Sick people will be treated at their places of residence until a hospital will be built.
VI. Food & water:
6a) Trice a week ,on Saturdays ,Mondays and Thursdays a huge country market will be organized, where people responsible for food (such as farmers or bakers) will be able to sell their products.
6b) The price of each item cannot be higher than the Government recommended.
6c) People responsible for water delivery belong to the Budgetowka. Their job is to delivery water in 10 L pails to each residence daily.
6d)Citizens will not pay for water delivery.
VII. Shelter:
7a) Builders and their assistants are to built safe and warm shelter.
7b) They are obliged to build in the shortest time possible because shelter is nowadays very needed.
7c) People pay for their shelter to the Fiskus, which inturn gives the money to builders and assistants- that is to prevent excess prices demanded by the builders.
7d)If someone cannot afford a shelter ,the Fiskus will give him a mortgage with no interests. Everyone has a right to have a shelter.
VIII. Waste disposal:
8a) Garbage will be baried on the other, unused side of the Island.
8b) Biological waste will be put into the sea.
IX. Flag:
Among many propositions the society chose a flag which symbolizes the banana tree- it's fruits helps them to survive.
The main language is English.
