The program for the competition site on the Elbę River includes offices, a 250-room hotel, and retail space, as well as the development of waterfront parks.

In organization, massing, and use of materials, the design draws both from the historical architectural context of the waterfront and from contemporary vocabularies, anticipating the trade center’s position as a focus for newly established East-West trade relations.

The buildings proposed for the site are of three types: linear courtyard buildings that continue the rhythm and massing of adjacent warehouses; buildings conceived as a series of pavilions; and object buildings that are the culmination and termination of the linear buildings. Central to the complex, the glass and metal-clad hotel echoes neighboring tower forms. Several bridges link the two “arms” of the site, as well as connecting the site to riverbanks on either side.
