Taken from the name of one of the extraordinary literary works belonging to the national hero of the Malay country namely Raja Ali Haji, Gurindam 12 is believed to be a solution to the problem of equitable education and education quality services, especially in remote areas such the Riau Archipelago. The learning multimedia of Gurindam 12 (Gubahan Berutilitas Pendidikan Berbasis Maritim) is used to overcome the 12 problems related to equity and improvement in the quality of education which until now has not been resolved especially in Riau Archipelago

Education Situation in Riau Archipelago Province

In Report of Strategie Plan 2015-2019 drafted by Lembaga Penjaminan Mutu Pendidikan (2015) and some other library research, several education problems in Riau Archipelago are listed as follow:

1.    Graduates do not have adequate competence and knowledge;

2.    Learning device is not suitable with the graduates competency standard;

3.    Lack of learning media usage for an efficient and effective learning;

4.    Studenfs graduation is not accurately considered;

5.    Teacher’s availability and competency have not meet the requirement;

6.    Lab technician’s availability and competency have not meet the requirement;

7.    Librarian’s availability and competency have not meet the requirement;

8.    School capacity is not adequate;

9.    School lacks of learning facilities;

10.    Lack of educational equity in city and secluded area in archipelago;

11.    Lack of easy access to school;

12.    Lack of education quality in learning process.

The Function of The Learning Multimediajof Gurindam 12

Gurindam 12 (Gubahan Barutilitas Pendidikan Berbasis Maritim) is a learning multimedia designed to solve 12 educational problems in Riau Archipelago Province. It is expected can solve educational equity and services problems in remote areas. This multimedia is a combination of some devices as a representation of technology information and communication as well as qualified educational personnel in Riau Archipelago purposes to provide quality service. Moreover, it is an offline message delivery that is properly used in Riau Archipelago sińce some areas have a slow internet connection or disconnected internet network.

The Learning Multimedia of Gurindam 12 (Gubahan Berutilitas Pendidikan Berbasis Maritim) as a Solution to 12 Education Problems in Riau Archipelago Province

Gurindam 12 uses offline delivery system by saving data in hard disc. Data compiled by Bank Indonesia (2020) stated that economy in Riau Archipelago province is mainly supported by investment with 44.95% share of total Gross Regional Domestic Product (GRDP) in 2019 IV quarterly or higher that previous quarterly with 43.30% from total GRDP in 2019 III quarterly. Furtherly, it is explained that household consumption gave significant contribution. Community purchasing power which is determined by income is heavily influenced the process of economic growth in Riau Archipelago province. In order to enhance society’s income, the availability of good education become the solution. Ironically, based on some evidence stated above, some areas in Riau Archipelago province cannot access good quality of education. In accordance with the findings above, the objective of the article is to carry on process of education in Riau Archipelago province which consisted 96% of sea and 4% of land by introducing multimedia learning Gurindam 12 that can be easily accessed.
