Components submit ISR collection/exploitation plans to CTF-chaired Combined/Joint Collection and Exploitation
Board (C/JCXB) for validation. The C/JCXB produces & disseminates the Collection and Exploitation Plan (CXP)
providing awareness of and guidance for theater-wide/multi-Intelligence/multi-domain ISR resource employment.
Priority Component ISR requirements which can’t be satisfied by assigned resources and require sourcing prior
to the next deliberate planning cycle are elevated to CTF for Course of Action (COA) determination such as:
employ Component ISR resources by sacrificing/redirecting lower priority tasks or attempt satisfaction through
employment of US or Coalition National ISR resources. CTF collaborates with Components, Coalition and others
to manage Federated TPED activities to mitigate threats to theater PED capabilities.
