1. INTRODUCTION
Agricultural machinery sector is the sector in which power supply,

machinery and equipment, that are necessary for agricultural mechanization
input, are produced.

The activity areas of this sector are described as agricultural

machinery and tractors, according to the General Industrial Classification
of Economic Activities within EU, NACE (Revision 1), with the codes of
29.31 and 29.32. According to this description; the sector is divided into
two, as tractors and agricultural machinery. However, in this report;
watering equipment

is

also examined as the increasing importance of

irrigation with the South-East Anatolia Project (GAP), which entails the
irrigation of large areas taking into consideration.

c. Irrigation Equipment

In the list of customs taxes ratios which will be applied in

importation, the code numbers of irrigation equipment couldn't be given
since they are given with their diameters, wall thickness and chemical
compounds.

Turkey maintains its progress with progress plans, which are

prepared for five years. Agricultural mechanisation, took place in
government archives for the first time as an independent discipline with the
report prepared by Special Authority Committee, which was founded with
the 6th Five Years Progress Plan, 20 years ago.

The mentioned committee studies are continuously maintained in the

following progress plan periods. The committee studies are also profited
sufficiently in the lastly prepared 8th Five Years Progress Plan, which
tends to predict the development of Turkey until 2005.

To update the report the last data from Ministry of Agriculture and

Rural Affairs (MARA), Undersecretariat of Foreign Trade (DTM), Union
Of Chambers Of Commerce, Industry, Maritime Commerce & Commodity
Exchanges Of Turkey (TOBB), TARMAKB R and similar foundations are
examined and evaluated.

Furthermore, since this report has been prepared to assist

businessmen, the addresses of the firms to be collaborated and profited are
presented in the last part.

2. SUMMARY AND CONCLUSIONS
Turkey is a country with a population of 65 million and has a surface

area of 77 million hectare. 1/3 of its area, this means 27 Million hectare, is
agricultural area. 44% of the population lives in the country. The yield
taken from the unit area is low; about 2200 kg/ha for wheat and barley and
4000 kg/ ha for maize.

Sector is described as tractors and agricultural machinery according

to the classification in European Union. 11,000 employees are employed in
the sector and 20% of them work in production of tractors and 80% work in
production of agricultural machinery. On the other hand, 75% of monetary
production value for 100 units is produced in tractors and 25% is produced
in agricultural machinery.

Nowadays the number of tractors approaches to one million and 85

% of it is a medium powered tractor having the power of 35 - 60 Hp. Seven
foundations produce tractors in the country but UZEL and NEW
HOLLAND TRAKMAK firms perform the main production. In tractor
production, native contribution portion has reached 80-85% and the
imported parts are the parts whose production in the country is not
economical. In tractor sector although there is a capacity of 100,000 pieces
/ year, capacity utilization rate decreased to 10-20 % level in the last years.

There are over 1000 manufacturers producing equipment in the

country. They produce about 500 versions of 122 different agricultural
machines. Most of them are small-scale family enterprises employing 1-10
employees. The capacity utilization rate is about 25% although there is a
founded capacity of 1,000,000 pieces/year.

In the last years, as a result of the continuing severe economical

crisis the demand in home market decreased and manufacturers inclined to
exportation. When the importation and exportation values of the last three
years are examined in the country, impressive results are obtained. Tractor
exportation was 15.8 million US$ in 2000 and it reached to 52 million US$
in 2002. Similar developments can be seen in agricultural machinery.
Agricultural machinery exportation values were about 6–9 million US$ in
the previous years but these values began to increase since 2000. The
exportation was 44.8 million US$ in 2000, 58.1 million US$ in 2001 and it
reached 34.6 million US$ in the first 9 months of 2002.

When the importation values are examined, very surprising results

are seen. During the preparation of the 8th Five Years Progress Plan, 77
million US$ importation value was predicted by considering the
importation values of the previous years, but it only reached a value of 40
million US$. The importation values of 2001 and 2002 are more surprising.
For 2001, agricultural machinery importation was predicted as 84 million
US$ but it reached to 35 million US$ in 2002, it was predicted as 92.5
million US$, but it reached a very low value of 10.5 million US$ in the first
9 months of the year.

Two important results are obtained from these values. The first one

is; not healthy results can be obtained in the forward predictions on the
subject of agricultural mechanisation. The second one is; exportation has
taken place more than expected but importation has taken place very less
than expected. It is possible to say that Turkey will become an agricultural
machinery exporting country by looking at these data.

Manufacturers desire to work with a foreign partner. However, this

desire is in the form of joint production and joint marketing. Manufacturers
don't have the desire of working as a distributor of a foreign partner. The
reasons are; foreign agricultural machinery have the prices which are above

the purchasing power of the farmer and farmers have worries about finding
the spare parts in time and / or obtaining them at high prices.


3.

ANALYSIS OF SUPPLY

3.1. THE CHARACTERISTICS OF THE AGRICULTURAL

MECHANIZATION IN TURKEY

In Turkey, the first official statistics related with agricultural

machinery is performed in 1936. In this counting the number of tractors is
defined as 1308. In 1944, the studies to support Turkish farmer with
machinery began and the number of tractors reached to 11729 in 1949 and
to 31413 in 1952. Nowadays this number is reached about one million.

All tractor equipment had been brought from abroad at first. In the

country, only the reparation and maintenance could be done. After 1949,
manufacturing of simple equipment was begun in the country. Today
about 500 models of 122 different agricultural machines are produced in
Turkey.

Agricultural sector is the market for produced agricultural

instruments and machinery. For this reason all developments either positive
or negative in agricultural sector are directly reflected to the manufacturers.
Despite of all these developments in Turkish agriculture, the desired level
could not be reached. Turkish agriculture, when compared to developed
countries, is remarkably undeveloped but has sufficient potential to
develop.

Turkey has a population of 65 million. Its surface area is 77 million

hectare. This population is 17% of the total population of EU and the

surface area is 25% of EU. Approximately 1/3 of Turkish land, i.e. 27
million ha. is agricultural area. The total agricultural area of the countries,
which constitute EU, is 149 million ha. In other words, Turkish agricultural
area is 18% of European agricultural area.

In Turkey, 44% of the population lives in the country. This ratio

appears as 4% in EU.

These data show that agriculture sector in Turkey keeps its situation

as an important sector in the economics of the country.

These results for Turkish agriculture are obtained from the data of

Agricultural Statistics Summary, which was published by The State
Institute of Statistics.

According to the last existed data, the distribution of agricultural

land and forest area within the country is; 38.7% is sown area, 44.0% is
forest area, 10.2 % is fallow land, 5.4% is fruit orchards – olive groves –
vineyards and 1.7% is vegetable gardens. These proportions have remained
same not having any considerable changes for the last 10 years.

Cereals are in the first sequence in agricultural production. Wheat,

barley and corn are the main productions of the cereals. Wheat cultivation
occupies 9.4, barley 3.6 and corn 5.55 million ha. Over the total of 14
million ha. Cereal area. No significant changes are also seen on these
numbers in the last 10 years. These are the obtained results when the
production values are examined. Cereal production is 32 million tons and
21 million tons of it is wheat, 8 million tons is barley and 2.3 million tons
is corn production.

The yield is rather low and despite of all efforts in the last 10 years it

couldn't be increased. The yield per hectare occurred as 2,200 kg for wheat

and barley and as 4,000 kg for corn. These numbers didn't change in 2001
and 2002.

As considering the present data in Turkey, the results obtained from

the numerical examination of agricultural instruments and machines are as
follows: The number of tractors is 941,835. The number of two-wheel
tractors and track-laying tractors is negligible in this number.

Four-wheel tractors constitute the main part of the tractor park. The

number of tractors having 35-50 Hp is 446,541 and having 50 Hp is
383,424 in the number of four-wheel tractors. However, it is seen that the
number of tractors having the power of 50 Hp or more increased according
to the evaluation on tractor powers.

Combine harvesters have been produced with John Deere licence

since 1968 in Turkey. The factory has a production capacity of 1200 pieces
per year but the production was stopped because of various reasons since
1988. According to the records of State Institute of Statistics although a
slight increase, from 11,741 to 12,578, can be seen in the number of
combine harvesters when the combine harvester park in the country is
examined, this increase is deceptive. Because many combine harvesters
completed their economic life, which was 16 – 20 years.

According to the records of Undersecretariat of Foreign Trade

(DTM)

, 1,412 combine harvesters were completely imported from 1996 to

February 2002. An important increase in the number of parks isn't expected
for the following years.

To renew the old combine harvester park, 1,200 combine harvesters

should be imported every year but this number changes between 150 and
300. The continuing economic crisis and the increasing foreign exchange
prices are the most important obstacles for the importation of combine
harvesters in the last years. The resulting combine harvester deficit is being

tried to remove by locally produced reapers and threshers. Cereals, which
are harvested by reapers, are massed at a place and then threshers blend
them.

The studies to remove the combine harvester deficit led to a

development on new machine manufacture and in 2001 the first harvest
thresher pulled by a tractor and in July 2002 the first self propelled
combine harvester is manufactured locally.

3.2. TRACTORS

3.2.1. GENERAL INFORMATION
Tractor production began in the form of mounting with the

management contract with Minneapolis in 1954 and during the years local
contribution ratio in manufacture was increased. Local contribution ratio
increased to 43% in 1961 and to 50% in 1962.

Nowadays this ratio

reached to 80-85%.

Tractor manufacturing industry supplies approximately 3/4 of the

production value of agricultural machinery manufacturing industry. In
other words, 7 tractor producing companies supply the 75 units of the 100
unit-production value while more than 1000 tool and equipment
manufacturing companies supply the 25 units of production value.

The main product of the sector is tractor. Besides motor and tractor

parts are produced. Main product tractor is produced in various forms.
Completely Build Unit (CBU) is produced for marketing in the country
and body productions with or without motors according to the special
demands of the exporting countries are also performed for exportation.

3.2.2. THE MANUFACTURERS OF TRACTORS

According to the result of the study of MARA at the end of 2001

there have been 7 foundations producing tractors.

TZDK and TUMOSAN firms, which produce tractors, were taken

into the scope of specialisation with the decision of Specialisation
Commission in 1998. However, specialisation procedure hasn't been
completed yet. TZDK completely stopped tractor production in July 2002.

important tractor factories of NEW HOLLAND, which are spread over he
world.


3.2.3. THE PRESENT CAPACITY AND THE PERCENTAGE

OF CAPACITY IN USE

NEW HOLLAND TRAKMAK and UZEL supply the biggest portion

of in country tractor demand and the whole exportation. According to the
records of Automotive Manufacturers Association (OSD) NEW
HOLLAND TRAKMAK has the capacity of 35,000 tractors/year and
UZEL has 30,000 tractors/year. The capacities (on number / year basis) and
capacity utilisation rates (as percentages) of the tractor-manufacturing
firms in Turkey in the last four years are as follows.

In TZDK, which produces tractors with the licence of STEYR, the

capacity utilisation rate decreased sharply in the years in which the licence
contract ended and then this rate increased with the beginning of
production of local models.

For the other public foundation TÜMOSAN, there has always been

a very low production, which is below the capacity regarding to the market

share. And for the third foundation TRAKSAN, production is completely
based on mounting. The addition of the foundation to the production, which
is performed mostly by importing chassis with motors or partially by
having fason production done to TUMOSAN, is very low.

The total production capacities (number/ year) and the capacity

utilisation rates (as percentages) of the tractor-manufacturing firms in the
last years are as follows.

In 2001, NEW HOLLAND TRAKMAK sold

5,582 tractors and UZEL sold 4,654 tractors.

In other words, these

two firms sell 10,236 tractors over the total of 15,052 tractors, which are
produced in Turkey in 2001. The total production number is 7,348 in the
first 9 months of 2002.

3.2.4. PRODUCTION
NEW HOLLAND TRAKMAK which is one of the two main tractor

manufacturing firms in Turkey started to use flexible manufacturing
technology in production which supports to conform rapidly to the change
in market demands with minimum cost by completing its modernisation

investments. By this way, this firm reached the level of its European joint,
NEW HOLLAND and the other rivals of it.

The other big manufacturing firm, UZEL, also started modernisation

investments, which are subject to the same purpose.

In TUMOSAN, which is in specialisation scope and programme,

there are transfer lines supplying only the models, which have specific
characteristics, in mechanical production. Its mounting line is universal;
therefore the mounting of various models can be performed.

There exist a similar but a lower capacity production technology in

TZDK with TUMOSAN. The production in TRAKSAN is composed of the
mounting of some parts on tractor chassis with imported motors.

Tractor manufacturing is performed as the following numbers

according to the records of OSD in Turkey.

As it can be seen from the table, there is an important decrease in

tractor production after 1998. The decrease in 2002 is especially
impressive. At the end of June 2002, the tractor production numbers gave
the signals of bad progress.

Tractor is the indispensable locomotive of the agriculture. To talk

about the existence of other tools and equipment, first tractor manufacture
should exist. In the last years, economical crisis affected the agricultural
sector most. The agricultural sector forms the 44% of the country. If 44%
of a country is influenced directly from the crisis, this trouble will reflect to
the other sectors. And everyone who sells shoes or refrigerators to the
people in the country will suffer from this trouble.

When staff employment status in tractor manufacturing industry is

examined the following results are obtained for 2001.

3.2.5. IMPORTS
The number of imported tractors in Turkey is very low. In the table

below there are the numbers of tractors imported for the years 1998-2002.

There is an important decrease in tractor importation in 2001. In

1999, 943 tractors are imported and 20,195,000 US$ is paid in reply to it
and in 2000, 1,018 tractors are imported and 45,204,000 US$ is paid. The
amount of foreign currency paid is impressive. This result can be
interpreted, as the tractors imported in 2000 are more powerful. In the last
two years, the tractor importation is very low.

In 2001, the important decrease in production reflected to the tractor

importation. In 2001, only 137 tractors are imported and 1,877,000 US$ is
paid for this. In 2002, 221 tractors are imported.

3.3. AGRICULTURAL MACHINERY AND EQUIPMENT
3.3.1. GENERAL INFORMATION
The production of agricultural machinery has a background of more

than 50 years in Turkey. In this period, three generations have grown. The
first generation was the ones who deal with reparation and during this time
simple system plough and tractor-trailer production was dominant. With

the second generation manufacturing gained importance and reparation
became factorisation. Young people who are mostly graduated from
university and having foreign languages and computer knowledge form the
third generation. However, in family foundations these young people have
no chance to make decisions.

Turkey uses Standard International Trade Classification (SITC) in

manufacturing industry classification. In this system, the code numbers of
agricultural machinery are spread between 72111 and 78689.


3.3.2. THE MANUFACTURERS OF AGRICULTURAL
MACHINERY AND EQUIPMENT
Most of the agricultural machinery-manufacturing firms in Turkey

are small-scale family foundations. These are the foundations, which don't
have sufficient qualified staff and equipment to perform research,
development and application except for some medium-scaled foundations.

Ministry of Agriculture and Rural Affairs collects the data related to

agricultural machinery manufacturing firms all over the country every year
with an inventory study and publishes these data. According to this study,
122 different agricultural machines are produced. And the number of firms
operating is mentioned as 1,022.

A total of 10,890 employees work in these firms. In other words,

there are approximately 10 employees per firm. The employment status and
position distribution of firms are presented in the table below. The
employees of tractor manufacturing companies are also included in this
total number.

The number of technical personnel is seen as 897 and it seems as one

technical staff is employed in each firm. The number of technical staff in
agricultural machinery production places, which belong to public, and the
number in tractor manufacturing firms are also included in this number.
Although these foundations are in the scope of specialisation, their
specialisation procedures couldn't be completed yet. Normally, technical
staff employment can't be supplied in small firms, which belong to private
person.

According to the inventory records, while 16,838 staff was being

employed in the sector in 1998, this number decreased to 10,890 in 2001.
In personnel position distribution the highest decrease is seen in the number
of workmen. In 1998, there were 10,421 workmen, whereas this number
decreased to 5,618 in 2001. Approximately half of the workmen are
discharged. The reason is the serious economical crisis in the sector in the
last years.

In the table below, the number of firms in the country, total number

of staff in these firms and dispersion of employment according to the firms
are presented for the years 1998-2001.

The names, addresses and products of the important firms to be co-

operated and to be professionally connected are presented at the end of this
report. NEW HOLLAND TRAKMAK and UZEL are the leading firms of
the country in tractor production and H SARLAR, ALPLER, BRAH M
ÖRS and LAYNE BOWLER are the leading firms in equipment
production.

When the data of the last 4 years are examined, it is seen that there is

not an important change in the number of firms. In developed countries, the
number of firm’s decreases and firms become large by combining.
Whereas, in Turkey, the mentality of "it can be small but it should be mine"
keeps up, although the advantages of combining and becoming large are
explained in various academic meetings for years. This structure depending
upon the ownership mentality hasn't been broken yet.

In the sector, the number of firms, employing 1-5 workers, is

observed as increasing while dismissing of employees is increasing. The
number of firms employing 1–5 workers was 543 4 years ago but it
increased to 636 in 2001.

When the other columns of the table are examined, the dimensions

of dismissing can easily be seen in whole sector. The general result
exposed from this table is agricultural machinery and instruments
manufacturing sector became smaller for the last four years.

The data in 1998 shows that the number of firms employing 101 or

more employees is 15, whereas this number decreased to 7 in 2001.

There are 81 provinces in the administrative structure of Turkey.

When the dispersion of the employees working in agricultural machinery
sector according to the provinces is examined, the following results can be
obtained. There are 1,685 employees in Konya, 1,648 in Istanbul and 1,314
in Ankara over the total of 10,890. In other words, 43% of the total
employment is accumulated in these three provinces. This high ratio arises
from the existence of the tractor-manufacturing firms in these provinces.

The employment of either tractor or equipment manufacturing firms

can be summarised as follows. There are 10,890 employees in the sector.
2,836 of this work in tractor sector and the remaining 8,054 employees
work in tools and equipment manufacturing firms. In other words, the
employees working in tractor sector constitute 1/4 of the total sector
employees.


3.3.3. THE PRESENT CAPACITY AND THE PERCENTAGE
OF CAPACITY IN USE

According to the inventory study of The Ministry of Agriculture and

Rural Affairs on the basis of 81 provinces, 122 different types of
agricultural machinery are produced in the country. The existing 1,022
firms (at the end of 2001) have the capacity of 983,598 pieces of the
mentioned 122 different machines. However, when production numbers are
evaluated, it is seen that the production number is 275,075. In other words,
only the 28 % of the present capacity could be used in 2001.

In the table below, established capacity, unit production and capacity

utilisation rates of the some of the agricultural machinery, which are
produced in Turkey in 2001.

3.3.4. PRODUCTION
In Turkey, production of agricultural machinery is targeted to

perform locally as a government policy from 1970`s till now. The
manufacturings of most of the locally produced agricultural machinery are
performed according to the demands of domestic market and exportation.

The productions, which are performed according to the demands of

exportation, are produced according to the wanted conditions within the
frame of the signed contracts. As an illustration, SAKALAK firm which is
in Konya produces ploughs for Spain. The ploughshare used in this
production belongs to BELLOTA firm. BELLOTA co-operates with
EKERMAK firm which is in Ankara / Polatlı.

YARI firm, which is in Balıkesir, produces tractor cab for Spain.

These joint studies, which started in 2002, can be increased later.

AKALAK firm also produces ploughs for England but the delivery is in

the form of sending the plough without painting and putting trademark on
it.

In 1977, the leading agricultural machinery manufacturers of Turkey

assembled and founded The Turkish Association of Agricultural Machinery
and Equipment Manufacturers.

This foundation is called as TARMAKB R in short. It is the only

legal representative of Turkish agricultural machinery manufacturers. The
most powerful ones of the approximately 1000 manufacturers in Turkey are
the members of this foundation. In addition, the two big tractor-
manufacturing firms UZEL and NEW HOLLAND TRAKMAK and the
Turkish distributors of RENAULT tractors are the members of
TARMAKB R.

TARMAKB R is the representative of the 250 firms in the country.

Its members perform 80 % of the agricultural machinery production of
Turkey and the whole exportation. To get into contact with TARMAKB R
from the beginning of the joint studies with Turkey is an important advises.

The agricultural machinery departments of universities test the

agricultural machinery produced by the members of TARMAKB R.

The quality and agricultural suitability of the produced machinery

are registered by the reports of the foundations, which test the equipment.

In the last years, because of the economical crisis in the country,

domestic market got smaller and the sales decreased sharply.

This situation oriented the manufacturers to look for new markets

and exportation.

The negativity in home market formed an important opportunity for

the Turkish manufacturers to learn exportation. More than 60 firms of the
members of TARMAKB R had an important progress on the subject of
exportation. They increased their quality, delivered the product at wanted

time and at the wanted place by conforming the conditions of the contracts
at the right time.


3.3.5. IMPORTS

To give the amount of agricultural machinery exportation and

importation in comparison in Turkey, agricultural machinery is classified
according to the CCCN coding system. And the real values (as US$),
which are taken from the legal records of DTM, are classified in between
and the following table is formed.

In the following years, it is possible that combine harvester

exportation will relatively decrease. The reason for this is the first local
production and throwing up the market of the combine harvester in July
2002 in Turkey. The ERTUGRULLAR firm in Burdur, which is the first
combine harvester manufacturer put manufacturing of 400 combine
harvesters into its production programme of 2003.

Similarly, there can be a decrease in the importation of baler. The

baler demand in Turkey is high. Because, straw is very important in
stockbreeding. Just after the harvesting, the balers, which are put into the
field, make bales from the straw. In Turkey PAKSAN, SÖNMEZLER,
TOSUN, VER MAL initiated the manufacture of baler.

In the Southeast Anatolian Region, cotton is mainly grown in the

new fields, which are being irrigated. In cotton mechanisation, sufficient
manufacturing level of sowing equipment and inter-row hoeing equipment
is achieved. However, there is no production of cotton harvesters. Cotton is
still being collected manually. This situation results in some negativity such
as not finding sufficient staff at the right time and high cost. In the
following years, with the increasing cotton growing fields, the demand for
cotton harvesters and importation will increase.

The area, which can be irrigated, is 8.5 million hectares in Turkey. 4

million hectares of this area is irrigated at present. General Directorate of
Water Services (DS ), General Directorate of Rural Services (KHGM) and
the self-resources of the manufacturers supply the irrigation.

When the Southeast Anatolian Project (GAP) is applied completely,

1.7 million hectares will be irrigated, too and the total irrigated area will be
over 6 million hectares.


3.4.2.

THE

MANUFACTURERS

OF

IRRIGATION

EQUIPMENT

There are 89 firms, which manufacture the pumps and motor-pumps

used in agricultural irrigation in our country. When the distribution of these
firms according to the provinces is examined, it is seen that there are 31
firms in Istanbul, 19 firms in Konya, 13 firms in zmir and 7 firms in
Ankara. In other words 70 of 89 firms of the country are in 4 provinces.
ALARKO CARRIER, LAYNE BOWLER, ÖZSOY, TURBOSAN are the
leading motor-pump manufacturers among these firms.

112 firms perform the manufacture of PVC and PE pipes, which are

used in irrigation. While the raw materials of PVC and PE were being
supplied from abroad in the previous years, today most of it is supplied by
PETKIM within the country. 71 of the 122 firms, which are in Turkey,
produce PVC pipes and 38 of it produce PE pipes. The other 3 firms
manufacture connecting equipment, which are related with irrigation. The
number of firms, which manufacture both pumps and PVC and PE pipes, is
20 in the country.

OF CAPACITY IN USE
The 89 firms, which produce pumps and motor-pumps in the

country, have the capacity of 987,290 pumps with various powers and
capacities. The weight of the pumping systems, which are produced by
these firms, is 4,798 tons.

122 firms manufacture the pipes and their connections used in

irrigation

The present capacity of pipes is 5,292,443 pieces with

18,866,598 metres length and their weight is 660,355 tons.

3.4.4. PRODUCTION
According to the results of Agricultural Statistics Summary for 2000,

which is published by D E, the present number of irrigation equipment for
the years 1998-2000 in Turkey is presented in the table below. Since the
Agricultural Statistics Summary for 2001 and 2002 hasn't been published
yet, the last numbers couldn't be given. But the projections, which are
prepared in the 8th Five Years Plan, are presented in the 9th part of this
study.

While the 89 pump producing firms have the production capacity of

987,290 pieces / year, according to the statistics there were totally 513,537
pump foundations in 2000

. The produced 5,292,443 pipes are mostly used

in construction sector, drinking water foundations and infrastructure
systems. According to the specialists of KHGM, the utilisation of these
pipes for irrigation is about 5 % of the production.

As mentioned at the beginning of the study, since details for the

irrigation equipment couldn’t be given according to the CCCN coding, total
importation values as US$ related to the irrigation equipment used in
agriculture are presented in the table below.

5. ANALYSIS OF DEMAND

5.1. MARKET SIZE
The studies on the size of the Turkish agricultural machinery market

is being tried to calculate with development plans.

In these studies, there are some hypotheses. Tractor economic

lifetime is accepted as 10.000 working hours and by considering the low
yearly working periods of tractors in the country, it is supposed for a tractor
to complete 10.000 hours of work in 15 years.

Today, since the tractor park reached the 1 million limits, for the 15

years of lifetime, 66,700 tractors should be renewed per year. According to
the signs of the last years, 5,000 tractors can be exported per year.
However, importation is limited at a number of 200 tractors / year and can
be negligible. In this case, there is a domestic market having the capacity of
60,000 - 63,000 tractors / year in Turkey. On the other hand, the limitations
on the purchasing power of the farmers reduced this market capacity to
7,000-12,000. It can be said that, while exportation is expected to increase,
importation will be very limited and only powerful tractors can be
imported.

Similar things can be said for the agricultural equipment other than

the tractors. 1/4 of the present capacity can be used. Decreases in the
number of tractors will reflect to the equipment manufacturers the
following year. This is known by the previous experiences. Thus, the
shrinking in domestic market will continue and equipment importation will
tend to only the integrated foundations, which are related with
mechanisation of stockbreeding, combine harvester and cotton harvester,
which cannot be produced in the country.

Since the irrigation equipment hasn’t been examined as an

independent study, it is not possible to find the numbers, which are related

with market size. With the most optimistic prediction, 5% of the pumps
and pipes, which were manufactured, are used in irrigation.

5.2. CONSUMPTION

Turkey is a country, which has the largest agricultural area in

Europe. . When considering the cultivation, these areas won’t be stay free.
The present trouble on farmer’s purchasing power is temporary. It is related
with the government’s support policies. It is formed as a result of the
precautions, which the government took for lowering the inflation.
Increasing fuel oil prices increased the costs and farming became not
attractive. Increasing of consumption will be determined according to the
supports that government will give to agricultural sector. In 2003
government’s supports for the agricultural sector is expected to increase. In
Southeast Anatolian Region, the areas, which can be irrigated, recently will
increase the variety of product and the consumption of irrigation equipment
and other agricultural machinery.

5.3. PRODUCTS

Turkey has reached a level that it can produce about 500 models of

122 different agricultural machines with production experience of more
than 50 years. The production capacity of tractors, tools and irrigation
equipment is low.

Since tractor manufacture is performed with the licences, which were

taken from the western countries, modern tractors are manufactured by
using technology. While computer aided manufacturing is performed in
agricultural tools and irrigation equipment in western countries, even the
plant protection equipment, sowing, planting and fertilizing equipment are
manufactured without using computers in Turkey. Although there is
sufficient experience for performing this, more modern machinery

production isn't performed because this will increase the cost and the
educational level of farmers is not sufficient.

In the following period, manufacture will be increased. There are two

important factors, which are thought to increase the manufacture. The first
one is that, domestic market is narrowed sufficiently in the last years. It
can't be forced for more narrowing. Absolutely, using the credit resources
will support farmer

.

The second one is, exportation will be increased more.

The development in exportation in the last years is increased more than the
expectations. Manufacturer proceeded in learning exportation and found
the solutions for narrowing of domestic market with exportation.

With the studies on combine harvester, baler, cotton harvesters that

weren't manufactured previously in the country, the production of them will
be brought to a sufficient level in the near future.

Agricultural machinery manufacturers are generally concentrated on

machinery, which is used, in vegetable production. There is no serious
manufacture in breeding mechanisation. Integrated breeding foundations
are completely imported. There is no serious development in this
manufacture sector.

6. MARKETING FACTORS

6.1. DISTRIBUTION CHANNELS

In the distribution of agricultural machinery in domestic market,

60% of the products are sold by Central Union of Turkish Agricultural
Credits Co-operatives (TKKOOP), 10% by The Union of The Limited
Liability Sugar Beet Growers Co-operatives (PANKOB RL K), 5% by
Ziraat Bank (Bank of Agriculture) and 25% by manufacturer distributors in
various regions of the country.


6.2. WHOLESALE AND RETAIL MARKETS
In Turkey, the majority of sales in domestic market are performed by

TKKOOP. It is 60% of the whole sales. This co-operative, whose
administrative centre is in Ankara, has 16 regional head offices throughout
the country and 1,800,000 members connected to 3,000 co-operatives
which are connected to these head offices.

PANKOBIRLIK is the foundation of 450,000 sugar beet growers in

the country. It purchases agricultural machinery collectively, in the frame
of the needs of its members with two tender performed in autumn and
spring by face to face bargaining with the firms.

Farmers, who want to purchase agricultural machinery with ZIRAAT

BANKASI credits, apply to the branch offices in provinces or districts and
can buy the machinery by giving the necessary guaranties.

Moreover, manufacturers have distributor organisations spread over

the different parts of the country. According to the demands coming from
the distributors, firms deliver the goods to their distributors and sales are
performed with the agency of distributors.

6.3. TRANSPORT
Highways generally perform transportation. Transportation by sea is

a way only for exportation and importation.

The principals of the transportation of agricultural machinery, which

will be purchased by TKKOOP, are carried out according to the
salesmanship contract, which has prepared by Central Association in
Ankara. According to this, the co-operative, which demands the goods,
pays the transportation price from the firm to the delivery site. The
manufacturer is obliged to insure the ordered goods. The manufacturer pays
the insuring price

.

Transportation price will be collected from the farmer

(which is the customer) by the co-operative during the sale.

The manufacturer transports the agricultural machinery purchased by

PANKOBIRLIK, to the delivery site.


6.4. PRICES
Tractor prices differ considerably depending on the technical

characteristics of the tractors and equipment. For this reason, price
comparisons and exchanges are rather complicated when performed on the
model basis. However, present sales prices on the market, which are
prepared and presented on the basis of model and equipment by the firm,
are important since they give opinion about the market prices.

The present turnkey prices of NEW HOLLAND TRAKMAK

including all taxes are presented in the table below to be an example. When
the sales prices of this firm are examined, it is seen that tractors are
classified into 6 groups according to their motor powers such as 50-55-60-
70-80 and 95 Hp and there are 136 different prices for the models and
equipment of these 6 groups.

There is a great uncertainty in both domestic market and abroad

prices of agricultural machinery except for tractors.

To illustrate the price changes in materials, purchased input prices of

a firm, which manufactures trailers, are given in the table below.

This firm purchased outer tyre, which is used in trailer at a price of

143.235.000 TL In 1 February 2002 but this price raised to 166.889.000 TL
in July 2002.

Similarly the purchasing price of angle irons, which are used in

trailer, was 300.000 TL/kg in 1 February 2002 but it rose to 460.000 TL/kg
in 19 July 2002.

As it is seen, in 6 months period, there are raising costs more than

50% on the inputs of agricultural machinery. However, any increases on
the sales of agricultural machinery to farmers, which can cover these raised
costs, can't be obtained.

Among the firms mentioned above, different prices can be seen for 3

and 6 tons trailers of the two firms, which manufacture trailers. There are
two important points here. The first one is; if a firm is a well-known firm,
its price can be a little higher. The second one is; sometimes even a well-
known firm sells its goods at lower prices because of the market
competition.


6.5. TRADE FAIRS
In Turkey there aren't wide scope agricultural machinery fairs having

a long background. The oldest ones are the agriculture fairs which are
performed in Ankara and Thrace/Çorlu every September. These two fairs

These two fairs, which are organised by two different firms, are

performed dating one after the other. The firms, which joined the fair in
Ankara, first, without returning to their factories, move their products to the
fair in Thrace/Corlu. About 60-70 agricultural machinery industrial firms
from different parts of the country join these two fairs.

Besides these two fairs, every year agricultural machinery fairs are

organised in Konya and Söke, but these fairs have narrower scopes and
address to regional farmers.

To form an international serious fair in Turkey, EURASIA

AGRICULTURE FAIR was performed for the first time in December 2001
by TUYAP in Istanbul. The purpose of this fair is to introduce the products
to the customers which come by plane in maximum 4 hours of flight time
and without any transfer. From this aspect Istanbul has an advantageous

According to the communiqué with the title of "international fairs,

which are performed in the country" which was published in Official
Gazette with the date of 31 December 2001, foreign countries and firms
can join to the international fairs and exhibitions, which are performed in
Turkey only by the purpose of display. They cannot perform retail sales.
However, after the end of the fair, the goods displayed can be imported in
the frame of customs regulations.

6.6. PROMOTION AND ADVERTISEMENT
The fund of "Government Supplies in Investments and

Encouragement for Investments" is formed with the decision of Council of
Ministers dated 21.12.2000 and numbered as 2000/1821 in Turkey. The
aim of this is; to support the investments, which have high value added,
will destroy unbalances between the regions by using high and suitable
technologies and will create employment and supply international
competition power.

Application methods for the "Encouragement Certificate" which will

be given for encouraging the investments are defined with the application
communiqué of Council of Ministers numbered 2001/1. Government

support is especially tended to Small and Medium Scaled investments. At
this point, the foundations employing 50-250 workers are described as
medium-scale, 10-49 workers as small-scale and 1-9 workers as micro-
scale.

Moreover, with the law dated 23.01.1998 and numbered as 4325;

regional encouragement are given to foundations. Regional
encouragements are tending

to revive the investments in the provinces in

east and Southeast regions of the country. The principals and methods of
regional encouragements are defined with the decision of Council of
Ministers numbered as 98/1

Turkey also gives various encouragements to the manufacturers for

international competitions. These are encouragement for licence and trade
mark, encouragement for fairs, encouragement for research and
developments, encouragement for technology, encouragement for staff and
advisor, encouragement for computer software and hardware,
encouragement for opening offices in foreign countries, encouragement for
market research, encouragement for participation of business trips and
encouragement for energy.
Agricultural machinery manufacturers are also profited from these
encouragements.

7. MARKET ACCESS

7.1. TRADE POLICY REGIME
The principal of trade regime, which is applied in agricultural

machinery sector, is the same as general regime policy. In the frame of
customs unity agreement with Europe in 1995, principals that are
harmonious with EU laws in legal, commercial and technical regulations
are put into effect.

The application of importation is performed according to the

Importation Regime Decision" which was published in Official Gazette
dated 31 December 1995 and numbered as 22510. The purpose of this
decision is to supply the organisation of importation for the profit of the
country and according to the commercial laws of international trade. All
regulations tend to this purpose, are executed by Prime Ministry
Undersecretariat of Foreign Trade. Importation Regime Decision was
changed two times in 26 March 2000 and 31 December 2001.

All regulations related to importation, which are in force, are

collected together and published by IGEME.

Legal arrangements related

to exportation are published in Official Gazette as "Exportation Regime
Decision" in 6 January 1996 with the number of 22515. The purpose of this
decision is to determine the principals to be applied and the competent
authority for supplying the organisation encouragement and development
of exportation for the benefit of country economics.

Every process concerning the exportation, decision, other regulations

related with exportation and bilateral or multilateral agreements and
regulations related with them are executed by DTM in the frame of
communiqués and instructions related with them.

The regulations concerning this decision was published in Official

Gazette dated 6 January 1996 and numbered 22515. Whole regulations
other than this concerning the exportation are collected together in a book,
which was prepared by IGEME.

7.2. TARIFFS

The principals concerning the tariffs are formed with the Council of

Ministers decision numbered 95/7606 which was published in Official
Gazette dated 31 December 1995 and numbered 22510

According to this "Customs taxes ratios and the lists showing the

values to be paid for collected houses fund" to be applied in importation is
determined. Names of the parts, which are in the sections, are made
harmonious with the parts in EU countries. Each part in the sections are
numbered with CCCN coding. For the name of each part, determined
Custom Taxes Ratios are given opposite to them as percentages.

In these lists, Custom Taxes Ratios percentages are organized

differently for EU countries, EFTA countries and other countries

Agricultural machinery is arranged in the 84th section of the list

which is numbered as (II). For the agricultural machinery, which will be
brought to Turkey from the EU countries, there are no customs taxes. To
illustrate, combine harvester is defined with 84.33.51.00.00.00 coding
number in the list and it is exempted from customs taxes. Similarly, the
agricultural machinery given in the 84th section and the tractors and
irrigation equipment in 85th section

,

are also exempted from customs taxes.

The meaning of this is any person or foundation that wants to import

agricultural machinery won't pay any customs taxes, only will pay Value
Added Tax.

Customs taxes aren't taken for the tractor, agricultural machinery and
irrigation equipment which will be imported from the members of EU in
the 84th section in which importation regulations are organized. (For all
machinery arranged between the pages numbered 259 and 284)

7.3. QUANTITATIVE RESTRICTIONS

There are no quantity restrictions for the agricultural machinery,

which will be imported to Turkey from EU countries. However, in the
scope of important regulations, there are some communiqués, which were
delivered by DTM. The information concerning these communiqués is
given below.

According to the 2002/6 numbered communiqué which is related to

"The substances which need guarantee certificate in importation", for the
importation of combine harvesters and tractors to Turkey, it is necessary to
have Guarantee Certificate which is approved by the Ministry of Industry
and Trade. This communiqué is published in Official Gazette dated 31
December 2001 and numbered as 24627.

According to the 2002/7 numbered communiqué published in the

same Official Gazette which is related to "The substances which need
highway suitability certificate in importation", for all tractor trailers, ,
proforma invoice will be wanted by the Ministry of Industry and Trade
while the customs declarations are registered. And "Imported Vehicle
Highway Suitability Certificate" will be arranged according to this invoice.

The other communiqué numbered 2002/9, sets free the importation

of Complete Sugar Beet Harvester and Cotton Harvester which are used
until 10 years old (10 years is included) or renewed in Turkey.

7.4. REGULATIONS

Machinery Safety Directive is put into obligatory practice in 01

January 1995 for EU countries. This directive has been changed 5 times
since it was first published and its last form was published in Official
Gazette dated 23 July 1998 and numbered as 98/37/EC

Machinery Safety Directive is placed in technical regulations, which

was undertaken in the scope of Customs Unity Agreement. And it is
necessary to put it into practise after 01 January 2001. For this reason it
will be obligatory for the machinery, which will be sold in Turkish home
market to conform the machinery directive.

Machinery Safety Directive (98/37/EC) is published in Official

Gazette dated 05 June 2002 in Turkey. But, the obligatory application of it
in Turkey will be initiated 18 months later.

In other words, all principals, which needed to conform about the

machinery in EU, must be put into practice in Turkey in a short time. And
this directive will involve all agricultural machinery except for agricultural
and forest tractors

All regulations used in EU related with agricultural and forest

tractors are published with the regulation numbers given by EU and put in
force.

9.

MIDTERM AND LONG TERM EXPECTATIONS

Turkey is a candidate for being a part of EU in the following 5-10

years. For this reason, it will be unavoidable for the developments in
Europe to affect

Turkey while making future plans.

Turkey explained its National Programme in the Official Gazette

dated 24 March 2001 and numbered as 24352 to make its laws conforming
to EU

. With this programme, it stated to accept the EU laws and

presented a calendar for making its laws one to one conforming to EU.

This programme includes the studies, which were anticipated to

perform in short, and medium term in the period of full membership to EU.

The General Secretariat of EU will supply the coordination related to

the application of National Programme. The public institutions, foundations
in Turkey will supply the necessary information to the General Secretary of
EU for executing this coordination. In addition, General Secretary of EU
will examine the conformity laws, which will be made.

In the frame of full membership to EU, MARA has also determined

its short, medium and long-term targets.

9.2. SUPPLY PROJECTIONS
Some factors affect the determination of the production targets in

agricultural machinery manufacturing industry. These factors can be
arranged as raw material, trained staff, healthy demand prediction, and
marketing and credit problems.

Although supply projection for tractors can be given, for the

predicted amounts of agricultural machinery and irrigation equipment,
which would be in park, calculations are performed.

10. POSSIBILITIES OF SPANISH COMPANIES IN

TURKISH MARKET

Turkey is a country, which has a surface area of 77 million hectare

and population of 65 million and 40% of its population, lives in rural.
Number of tractors reached to 1 million. The tractor manufacturing
capacity is about 100,000 per year and the capacity utilization rate
decreased in the last years and came to 10% level

Similar problems are valid for the equipment other then tractors.

About 1000 manufacturers produce about 500 versions of 122 different
machines. Although there is 1 million/year production, capacity utilization
rate decreased to 25% in the last years.

The characteristics of Turkish agricultural machinery are; they are

cheap, simple and easy to repair and maintain. Although the machinery,
which will be imported from EU countries, are high quality, they are
expensive when compared to prices in Turkey. In addition the farmer has
worries about not finding spare parts in time or, purchasing them at high
prices. The firms in Turkey have many distributors spread over the country
and this relieves the farmer about spare parts.

According to this evaluation, the chance of importation of CBU

agricultural machinery will be limited by machinery such as cotton
harvester and combine harvester whose production in the country will
newly begin and breeding mechanization, although the purchasing power
of farmer is low. However it’s impossible to predict the amount of this. For
the last 3 years, the sales in domestic market have been very low; therefore
the manufacturers tend to look for foreign market. Importation has spread
to especially African, Arabic and Balkan countries. 40 firms were
performing exportation in 2001 whereas 60 firms exported to 65 countries
in 2002.

There is some short of cash in Caucasian and Middle Asian

countries. Their demands for paying the price of the goods 4-5 years later
affected the trade with these countries badly.

The biggest trouble in foreign trade is the inexperience and not being

organised. Moreover, since many manufacturers in the country give their
products to same markets, they can’t be transparent to each other and there
is a big competition between them.

Not having enough experience on foreign market tends the firms to

find a foreign partner and supports the thought of benefiting from the
experiences of it. During this study, almost all of the firms, which were
interviewed, stated that they are willing to perform joint venture and join to
the markets together. This means, that they don’t think about being a
distributor of a firm from Spain. Only two firms (ÖZDUMAN & SEZER)
stated that they could become distributors if the conditions are convenient

The quality of agricultural machinery produced in Turkey is rather

improved and brought to a level that can cover the orders coming from
Europe. In the contracts, which signed with European firms, since the
quality, delivery date and place and the quantity of the goods are defined
clearly and opposition to contract conditions will trouble Turkish firms
seriously and since they have sufficient experiences on this subject, they
behave very carefully.

In the examination of the Official Capacity Reports of the firms

interviewed, it is seen that they have the conventional machine tools to
manufacture their products. However, they want to have modern machine
tools inclined to exportation. Laser and CNC lathe are the leading machines
that they want to purchase.

As a conclusion, the expectations of Turkish agricultural machinery

firms from their partners are joint production and joining to the markets
together. According to this, it isn’t false to say that a potential cooperation
medium is ready for all foreign partners and Spanish colleagues.

SECTOR IN TURKEY
In this section the addresses and products of the firms, which can

cooperate with Spanish firms are given and collected into two groups.
These firms are determined according to the result of the evaluations
performed with TARMAKB R authorities that know the Turkish
agricultural machinery manufacturers and their characteristics well.

The firms in the first group are the foundations that manufacture with

the present material in the country. The firms in the second group are the
manufacturers that use some materials, which they imported in various
years for their production. However, importation was limited by certain
years and pieces and it doesn’t continue. The purpose of making two
groups in this report is to introduce the firms, which have importation
experience.
