Social Economy Scotland
The Social Economy Scotland Development Partnership
has been established to to harness knowledge, expertise,
and resources to support a work programme that will
address some of the key barriers to growth, thus
enabling the social economy to improve the quality of
jobs within the sector and tackle labour market
disadvantage more effectively.
The Strategic aim of the DP:
Through partnership working and transnational
co-operation the Social Economy Scotland DP will develop
and implement a work programme, which will assist the
social economy to:
• increase its role in the delivery of
innovative, high quality public
services;• further build social capital and
deliver social wellbeing;• enhance its
contribution to community regeneration and labour market
integration in Scotland.
This will result in greater participation of the
social economy in the delivery of the Scottish
Executivełs priorities as outlined in Partnership for a
Better Scotland.
The 4 key objectives in support of this aim in Action
1 are:
1. To establish and expand a Development
Partnership of key strategic and operational partners
with clear purpose and commitment to supporting and
strengthening the social economy in Scotland.
2. To establish a transnational partnership with
appropriate Theme D development partnerships from other
member states, including at least one from a new member
state, the work programme of which will complement and
add value to the work programme of the DP in
Scotland.
3. To develop a number of pilot actions to test
new approaches to supporting small to medium sized
social economy organisations with aspirations to reduce
grant dependency, enhance their sustainability, create
new jobs and develop new products and services to meet
the needs of their communities of place and
interest.
4. To develop a number of pilot actions to test
new approaches to supporting the development of
managers, staff and volunteers within the social economy
in order to improve job quality and develop the social
economyłs role in labour market integration.
Building on the success of Round 1, the DP will
specifically pilot initiatives to support medium sized
organisations in growth sectors and managers, the
current workforce and volunteers in order to have the
greatest policy impact. This will complement the
current and forthcoming suite of initiatives from the
Scottish Executive to support the social economy.
The nature of activities expected to be delivered in
Action 3 will be determined by the proposals selected
for implementation during Action2.
Achieving Policy Impact
The DP would expect to disseminate lessons which
could inform the existing and future policy direction of
actions and resources to grow the social economy in
Scotland. Key areas
anticipated:• Public-social partnership as
a model of service delivery • Evidence of the
impact of Best Value in the Procurement process and
matching of market
