Sentence 9 and 14 are difficult to classify and not clearly negative as in sentence 9 the context is missing and the fact that the place hasn't changed much in ten years can be positive if the place was in a good condition ten years ago. In sentence 14 word HARDLY is not definitive and the sentence means that somebody might have seen him.
