“The Agency shall conduct standardisation inspections in the
fields covered by the Article 1 (1), in order to monitor the
application by national aviation authorities of this Regulation
and of its implementing rules, and shall report to the
Commission.”

Legal Basis
Art. 45 of Basic Regulation:
Inspections of Member States
This Article empowers the officials of the Agency to carry out
the standardisation inspections of NAA of EU Member States
and, if necessary, the inspection of undertakings (organisations
approved by and under the oversight of the NAA).

To make it short…
…to start its standardisation inspection activity, the
Agency needs a new dedicated regulation issued by the
Commission, which should define scope, criteria and
methods, including the type of auditing and the
management of the non-conformity in the legal EU
environment.

1.
EASA takes immediately over the co-ordination responsibility of all
JAA standardisation teams, except OPST, LIST and MEST.
2.
Programmes, Procedures and Teams’ Composition will remain the
same as in JAA, assuring total continuity.
3.
EASA co-ordination shall include all EU and non-EU JAA NAA.
4.
When the new Commission regulation is in place, EASA will then
start its own standardisation programme for EU Member States.
5.
EASA will continue, for an indefinite period of time, to co-ordinate the
JAA standardisation activity for non-EU JAA NAA on behalf of JAA.
The JAA / EASA arrangement states, in short, that:
