As the Basque country simmered in the aftermath of the March strikes and demonstrations, ETA continued to attract attention with its exploits and attacks. On April 4, a group of 29 prisoners, including 24 from ETA, escaped from the Segovia prison by digging a tunnel into the city sewer system. The mass escape came almost simultaneously with a government announcement of the arrest of some 50 members of ETA in a move intended to break the central cells of the organization and disrupt its activities. killed, another wounded, and the remaining 22 were captured as they tried to cross the Pyrenees. They were sent back to jail,
mostly to punishment in solitary confinement; but a number were released during the following months as a part of the regime's amnesty program.3
The remainder of the spring was marked by several acts of bloodshed, as ETA and rightist vigilante groups traded attacks and reprisals. On April 7, an ETA insurgent group assassi-nated a conservative Basque industriaiist politician named Angel Berazadi, and on May 3 a bomb explosion claimed the life of a member of the Guardia Civil. ETA again claimed responsibiiity for the attack. On May 9, right-wing terrorists fired on a Carlist rally near Pamplona, killing one and wound-ing three. The most provocative attack came in early June, as the Spanish parliament was considering two regime-sponsored bills to authorize the formation of political parties and to remove penalties for illegal political activities. The resultant uproar was enough to błock approval in the Cortes of the penal reform bill, but the law permitting political parties was approved, albeit with language that effectively barred communist groups and separatist as-sociations like ETA.4
By the summer of 1976, the reform program of King Juan Carlos had progressed to the point where he felt the freedom, and the necessity, to appoint a new government, headed by a premier who would be morę cooperative and morę effective in advandng the king's proposals against determined opposi-tion in the Cortes and the armed forces. On July 3, Adolfo
Suarez was named new premier and given a new Cabinet with which to work. While the Basque conservatives Areilza and Fraga Iribarne declined to serve in the new government, the Cabinet contained a number of younger and morę liberał political figures, and so earned the Basque nationalists' sup-port, at least for the near term. Suarez lost no time in propos-ing a far-reaching extension of the king's original amnesty decree. On July 17, Suarez asked the king to grant amnesty for all political and ideological crimes.
