matter significantly to the commune’s economy after all. However, its significance is slightly bigger than the average among the similar communes in the region. In spite of that, according to the structure of incomes in the communal budget, this sector can hardly be recognised as a leading one in the Fromborki economy. According to the structure of incomes (a very Iow share of the own income, in the first place), to the considerable current deficit, and to the very high indebtedness, the budget of Frombork is in a bad condition. All that makes. the budget structure only a little alike to the structure characteristic for the touristic communes.
Research showed that the role of tourism in the Fromborki economy is complementary at the most. It seems to be the conseąuence of just the specific character of the cultural tourism practised in the commune: the short tourist stays and its “transit” naturę. In order to change this situation, the tourist offer should be diversified and the tourists lured to stay for longer visits, however the monuments alone are not enough to accomplish it. On the other hand the water of the Vistula Lagoon is still too polluted and too silted to allow for development of the holiday tourism. Another problem is the lacking competitiveness in relation to the neighbour areas, especially to a commune located on the Vistula Spit on the opposite side of the Lagoon, which benefits from the access not only to the Gdańsk Bay but also to the sea (the commune mentioned here is Krynica Morska). Due to all these conditions, the development of the Frombork commune based only on tourism seems unlikely.
