Pcrsonal data of those esperts are forwardcd by other orgau of public administration, in particular by the Ministry of Home AfTairs and Administration and the Ministry of Justicc. The datahasc is supplemeattd with dala of cxpcrts frooi outsidc the public administration, essentiilljf NGOs and acadcmics.
Police oflficcrs
Kulcs on sending the Police ofTicers to crisis arcas are covcrcd 17 the Act of 6,h April 1990 on Police.44 The Police officcrs can be delegata] to carry out their dutics abroad, is such delegation is aimed at coopcratico with other Statc's Police unit or intcrnational organisations cstablisbed under a treaty or other specific law or in to the end of perfontieg obligations dcriving from intcrnational treaties, and solcly (Art. 14Sa a the Act on Police):
- to peace-keeping missions,
- for the prcvcntion against acts of terrorism or their cfTccts,
- to rescuc, scarch or humanitarian missions, to Police training or excrciscs,
- for reprcscntativc purposes.
The Act providcs for delegation of cxperts not being the Police oflicen, however only on the hasis of the worlc contracts.
Dccisions on the establishment or liquidation of a Police contingent cac be madę independent!)- by the Council of Ministers, the Minister of Hoae Affairs or the Chief Commander of Police (Art. I45b of the Act on Police)
Customs service
Till now the Customs Servioc has becn unable to participatc in tny aspcct of international crisis managrment, due to lack of legał grouodi thcrcforc. Howcver, in August 2005. the provisions enabling such par-tici{>ation entered into force. According to the ncw Chapter 14 of the Act on Customs Serooc,47 it is possible to appoint oflkers to carry out then duties abroad for the purposes of (new Art. 147c of the Act on Cuuoods Service):
- organisation of and contro! ovcx cross-border trafllc.
- organisation of State's border protection.
- securing safety of international communication,
- training end cxerdses of customs serviccs,
- ofTicial representation.

OlTtccrs of the State Firn Brigadc are ąuite often sent abroad to crisis arcas touchcd by various natural or environmcntal disasters in rescue of hemanjlarian missions. howcvcr till now it was only udnussiblc under an iatcrnational treaty binding upon Połand.
Beginning from 1* July 2005, the datę of entry into foroc of the lew provisions on delegation of fire officcrs abroad, pursuant to ncw Art. 49b of the Aa on Stale Fire Brigadc,4’ fircmcn can be sent abroad tlso in rescue groups, humanitarian missions, for training or cxcrcises. New provisions equally dcal with other issues, such as content of dccision on delegation of forccs (Art. 49b-c), rules on criminal and disdplinary iibility (Art. 49d). firemcn's remuneration and equipmcnt (Art. 49c) or i composition of a unit (Art. 6).
Judgcs and prosccutors
Invoivcment of judgcs and prosccutors bccamc mcreasingly important in the contcst of the so-callcd rule of law missions. which tend to be a vital coraponcnt of the whole crisis management, bcing labelcd it “priority area”. Such missions are in charge of strengthening local institutions through advising, training and monitoring, or mandated to tcmporarily perform cxccutive functions with the aim of bringing the local system up to inter-aidonal standards.
Poland was rcpcatedly called upon to oontributc its pcrsonnel to such missions. Howcver, the national law currently in foroe imposcd essentia) constramts on caecution of duties reaching beyond the traditional scopc of funaions of judgcs and prosccutors. In accordance with rclevant provisions (An. 98 of the Aa of 27A July 2001 on Comrnon Courts,* Art. 65a of the Act of 20“ June 1985 on Prosecution Service,” respcaively), a judge or a prosecutor appointed to perform functions within the State of local govcrnment organs, diplomatic or consular service or organs of international orgamsations established by treaties concludcd by the Rcpublic of Poland,
