Preparation of Emergency Response Plans

1.

Purpose

Schiffahrtskontor tom Wörden GmbH & Co. KG exploits every opportunity to minimise the occurrence of emergencies by executing routines under controlled conditions.

Emergency Response Plans are in operation in order to cover the residual risk and for dealing with external influences.

Application

This Documented Procedure is valid for the Shorebased Organisation and for all ships managed / operated by Schiffahrtskontor tom Wörden GmbH & Co. KG.

Definitions and Abbreviations (refer to VA-001)

Responsibilities

Basically, every member of staff is responsible for the identification of emergencies. The Designated Person coordinates the suggestions of personnel and prepares the Emergency Response Plans. He is also responsible for the ongoing editorial maintenance of the Emergency Response Plans.

Description of Routines

  • Schiffahrtskontor tom Wörden GmbH & Co. KG has identified the potential emergency situations in the compilation of its Quality, Safety and Environmental Protection Management System.

  • The existing Emergency Response Plans were prepared to guard against these emergency situations.

  • Emergency Response Plans which are already detailed in manuals for certain ship types supplement the general Emergency Response Plans.

  • Each Emergency Response Plan lists the areas of responsibility and the equipment in the emergency response centres, for both shore installations and on board ship.

  • Each Emergency Response Plan details measures to be adopted on board ship and ashore.

  • Each Emergency Response Plan contains details of training requirements. On all ships where appropriate, instructions are to be drawn up which serve as training documentation and describe individual activities (e.g. launching the boats, fitting of breathing apparatus, etc.) in more detail. These instructions are not an integral part of the Emergency Response Manual.

  • All personnel, especially Shipboard Management and the Designated Person, undertake to critically scrutinise the Emergency Response Plans during manoeuvres and after emergencies have occurred, with the aim of optimising them.

  • Emergency Response Plans are revised on the basis of the experience gained in using them or on account of changed circumstances.
