4.

Responsibilities

The Master is responsible for making out watch schedules and watch instructions, but can delegate this activity to the Chief Officer and Chief Engineer for their own departments.

Responsibility for the proper execution of his watch lies first of all with the watchkeeper himself.

Responsibility for the supervision of the watch operation lies with the officers / engineers of the watch, the Chief Officer and Chief Engineer for their departments and the Master.

5.

Description of Routines

5.1

Watch Schedule

For the departments where watchkeeping takes place, watch schedules are drawn up. In these watch schedules it is determined how the individual watches are manned. For port lay-periods or the transition from port lay-period to sea voyage special watch schedules are drawn up, provided that it is necessary to deviate from the general watch schedule. Watchkeepers can only be crew members holding the necessary qualifications.

The watch schedules are clearly displayed.

5.2

Condition of Watchkeepers

Watch can only be kept by crew members who are physically and mentally in good condition. The officers / engineers of the watch, the Chief Officer and the Chief Engineer for their department, and the Master carry out appropriate screening.

Crew members, who are partially or continually unsuitable for watchkeeping, are e.g.(listing without claiming completeness)

  • under the influence of alcohol and/or drugs,

  • overtired,

  • sick or injured,

  • mentally unconcentrated or otherwise disturbed,

  • proven repeatedly not to have kept proper watch according to the rules,

  • etc..

5.3

Watch Instruction

The Chief Officer and the Chief Engineer each draw up a watch instruction for their own departments, containing general requirements and special requirements for that particular ship for watchkeeping at sea and in port.

The following are especially to be determined:

  • Taking / Handing over watch

  • Instructing watchkeepers

  • Reporting special incidents

  • General watch duties

  • Regular checks / rounds
