In my opinion to stop the petty crime government shut make harder punishments, so people will think twice before they break the low. I think that the Hammurabi had a good system of punishments. His cod says `eye for eye, tiff for tiff ` . and in my opinion that kind of punishments will stop people from petty crimes very well.
