Dear Sir/Madam,
I am writing to express my dissatisfaction that you refuse to refer me to an English course at level 3, what I have just learnt about.
You told me that it would not be possible in the following 2-3 years. I would like to ask you to think this matter over once again.
I have bin learning English since October 2000 and I make a lot of efforts to do it very well. To date I obtain a certification that I pass an English examination at level 1. At the moment I am learning on a resident course at level 2,and in the next month I am going to take an examination. The chances are that I pass this examination too.
I think that it will be to the detriment to me if I di not continue my study English at level 3. I did not promote to Lieutenant-commander last year because I did not know the English language. If I do not start to study English at level 3 I probably will not promote this year too, and I will appoint for the post at NATO in Brussels.
