1976; in northern Ireland, morę than 1,600 were killed in the seven-year period that ended in 1976. Furthermore, ETA-inflicted casualties were not indiscriminate. The victims were not randomly killed but were either officials of the Spanish State (police or Guardia Civil troops), or were important fig-ures in Basque capitalist circles. ETA did not attack large crowds of persons randomly, but rather was quite selective, and careful to avoid large-scale death or destruction.* Before 1968, virtually all ETA actions were purely symbolic: distribu-tion of leaflets, hanging of Basque flags, and the like. Even for several years after 1968, the higher levels of violence, including bombings and bank robberies, were still employed primarily not to instill fear, but to communicate messages to a watching public.
