Committee in accordance with Section 3 above, shall be sent to all Association members on or before April lst in each year. At the same time, the membership at large shall be invited to forward additional nominations to the Executive Secretary.
5. All nominations for the Office of President must be for persons who have served on the Council.
6. A candidate for Director must be a member in the class of membership which the nominee is to represent.
7. The Executive Secretary shall receive nominations up to and lncluding April 20th of each year. Nominations received after that datę shall not be consldered.
8. All nominations whether madę by the Nominating Committee or by individual members must be signed by two members sponsoring the nomination, and also by the nominee, who by his slgnature agrees to accept the nomination. Persons nominated as members of the Executive must also signify their willingness to attend meetings of the Executive, if elected.
9. When morę than one nomination for any Office has been received, the Executive Secretary shall prepare ballots, one for each such office, bearing the names of the nomlnees for the office in alphabetlcal order, and shall mail to each member of the Association, not later than May lOth, one ballot for each such office for which that member is eligible to vote. Marked ballots must be enclosed in a plain unmarked envelope which must be sealed. This sealed envelope shall be placed in a second envelope which must be signed and sealed
by the voting member and returned by mail to the Executive Secretary to reach him on or before May 30th. Ballots which are not returned in this manner shall be rejected.
10. The Executive shall appolnt a Teller Committee which will count the ballots and announce the results at the Annual Meeting.
11. The candidate polllng the largest vote shall be declared elected to the office for which he is candidate. In case of a tie vote, the President of the Association shall cast the deciding vote.
ARTICLE IX: RESIGNATION AND F.XPULSION
1. A member may resign from the Association by submitting a written resignation to the Executive Secretary.
2. When a member's annual fees have become one year in arrears, his membership shall be suspended. Relnstatement may be madę at the discretion of the Executive Committee, which may also in its discretion waive the payment of all or part of arrears.
3. A member may be expelled for conduct deemed to be detrlmental to the achievement of the airas and objectives of the Association. To lnltlate actlon for the expulslon of a
member, a written complaint must be submitted to the Executive Secretary, who will refer the complaint to the Executive. The Executive shall then notify the member of the charges agalnst him and of the tlme and place of a hearing before the Executive The hearing shall take place not sooner than a month and no later than three months after the datę of the member's notification The member may present his defence in person, by representative, or in writing. There must be two-thirds of the Executive present at the hearing, and two-thirds of those present must be in favour of the expulsion in order that this action may be taken. The declslon of the Executive shall be finał.
4. Any member who has been expelled may apply for re-admission after an interval of at least two years. Application for re-admission shall be submitted to the Executive Secretary, who shall refer it to the Executive. The favourable vote of at least two-thirds of the Executive shall be requlred for the re-admission of an appllcant.
ARTICLE X: PR0V1NC1AL CHAPTERS
1. A provincial chapter composed of members resldlng in a Province may be established by Council at the request of such members. The Council shall determine the number, kind, and method of election of the officers of such provincial branch. Any such branch, if formed, shall be subject to the control of Council, and shall not possess authority to take any action, or enter into any agreements, establish By-Laws, or raise funds without the consent of Council.
ARTICLE XI; LOCAL SECTIONS
1. A Local Section of the Association may be established by the Council in any area or municipality at the written request of ten or morę Members residing in such area, and if formed shall be designated by the name of the city, municipality, or by the name suitable for the designation of the area, chosen by the majority vote of the Members of the Local Section.
2. When a Local Section offers services which are, in the opinion of the Executive, additional to the normal privileges of membership, it may be authorlzed by the Executive to make a charge for such services.
3. Local Sections shall provide the means of implementing the objects of the Association by holding periodic meetings within their territory, and by other means.
4. Sections shall elect from their members a local Executive consisting of a Chairman, a Secretary-Treasurer and other members.
The terms of office of the elected members shall not exceed three (3) years. The immediate past Chairman of the Section and the Councillor representing the electoral district in which the section is situated
