APPENDIX H: License Moves and License Parking

Summary
NOTE: With the launch of the Communication Manager 5.2.1, the previous version(s) of the license move form is no longer valid and will not be accepted. Be sure to review carefully the new processes and forms described below.
This document covers license moves for Communication Manager, Call Center agents, IP Agent and CMS agents and supervisors. License move policies for any other associated equipment within a Communication Manager solution can be found in their respective product guidelines.
This document also covers License Parking via the Move Policy for Communication Manager and Call Center agent licenses. License Parking via the Move Policy allows the customer to upgrade only the licenses they require, while Parking the older licenses on an existing spare server. The spare server, aka the License Parking Server, will hold the Parked Licenses. Parked licenses will remain at the current pre-CM/CC 5.0 version and Parked licenses will be non-production licenses (ie. Not in use). If the licenses will continue to be used, they will not be defined as Parked Licenses. It is up to the customer whether the License Parking Server will be powered down. If the server is powered down, please contact the customer's regional Customer Care Center to remove maintenance on their licenses, this initiates the process to turn off alarming for GSD support. If the server is NOT powered down, it is expected SW maintenance contracts would need to be recast for Call Center only.
For Communication Manager: Pre-SSI Software Maintenance is based on administered licenses. So as parked licenses are not administered licenses, there will be no SW maintenance associated with the licenses.
For Call Center: Pre-SSI Software Maintenance is based on purchased licenses. Upon contacting Customer Care after powering down the server, the SW maintenance must be recast so as not to charge maintenance on the parked licenses.
No HW maintenance is due on a server being used as a License Parking Server.

License Moves between Servers
License moves between servers occur when a customer needs to move end-users, agents or supervisors licenses and supporting facilities from one main server to another. Both servers will continue to be in service after the move unless one of the servers will be used to Park spare licenses. Moves help customers who need to shift end-users between two sites as a corporate expansion or contraction occurs. Customers are typically looking for investment protection on previously purchased software licenses. While there may be movement of associated hardware, they are not covered in this offer.
Software License Transfers
Transfers are the movement of licenses from one company (legal entity) to another. Transfers are not directly addressed in this document. They are discussed in the Communication Manager Software Re-licensing document at the Avaya Enterprise Portal -> Products-> Products A-Z-> Communication Manager-> Sales Collateral and Tools-> Job Aids & Tools -> Software Re-licensing Policy for Avaya Communication Manager (under Tools).
Table of Contents
General License Move Restrictions
You must use the embedded license move form(s) to request a license move. Previous versions of this form will not be accepted. To conform to Avaya policy, the “From” server's licenses must be decreased by the amount requested in the move and the new license file installed on the “From” server. This ensures each server will have the correct move quantity, and also ensures the customer records are correct for maintenance billing with the Software Support and Upgrade offer. Do not attempt to perform a license move without submitting this license move form.
License moves across international borders are strictly prohibited. License moves are only allowed within the tax borders of the original country where the licenses were purchased. For EMEA this means that moves are allowed anywhere within the European Union (EU). For countries outside the EU, the licenses can be moved/merged within the original country where the licenses were purchased.
Three reasons exist for this restriction:
Import tariff laws - most countries require import tariffs for goods moving across borders. Since licenses are a non-physical item they will not pass through a country's import control office and be subjected to the necessary tariffs.
Currency valuations are different in each country.
There also may be services issues associated with moving licenses into other countries. Existing service contracts would nee need to be terminated and a new service agreement initiated with the appropriate Avaya legal entity.
License moves from systems that are already decommissioned are also strictly prohibited. Avaya only supports moving licenses from a system where the license is in-use and has active end-users, or servers that have been designated License Parking Servers. Once a system has been decommissioned and it's RFA SID has been removed from the RFA database, it cannot be recovered for any reason.
Licenses cannot be moved between Multivantage Express systems, Communication Manager Express, Midsize Business Enterprise and standard Communication Manager systems
Licenses cannot be moved from Offer B system (also known as BCS or GuestWorks®).
Licenses cannot be moved from systems that are no longer under Extended Support agreements through Avaya Global Services (i.e. G1 DEFINITY System 85R2V4, System 25R3V4, System 75, DEFINITY G2, DEFINITY G3V1, etc.). To determine if your products are still under extended support through Avaya Global Services, please query your products via this URL http://support.avaya.com/cgi-bin/gx.cgi/AppLogic+SelectProductA.
As part of the move process, the customer can continue to use the licenses on the “From” system for up to 30 days after the move to the “To” system. Please note this requirement on the license move form. All extension requests must be explicitly approved by Product Management.
General License Parking Restrictions
The move policy may be used to Park spare licenses on a spare server for Communication Manager and Call Center licenses only.
Only pre CM/CC R5.0 licenses may be parked. Parked licenses are to be spare, non-production licenses. The server may be powered down but the server must remain at the customer's site. The license file and the server hold the licenses that may be upgraded at a later date.
License parking via the Move Policy is not to be used as a method of disaster recovery or to manage seasonal spikes in usage. Parked licenses are expected to remain parked until they are moved into general production use.
Software Support License Move Restrictions
In addition to the general restrictions above, the new Software Support offer adds additional license move restrictions to and from CM 5 systems. Some types of transactional moves are not allowed between systems with differing maintenance coverage. See the table below which details the operation of the license move policy with Software Support. The sale teams must consider this when moving licenses between any CM servers running CM 5 and later. Also, since SW Support maintenance billing is tied to customer records, it is imperative that when licenses are moved the associated customer records are adjusted. The new forms and processes in this document must be used to assure that this occurs.
The policy is based on licenses with SW Support Coverage.
This policy is based only on transactional moves, not ESLP.
The older UPPCM (Upgrade Protection Plan for Communication Manager) offer referenced in the matrix is only applicable to CM.
If any “TO” Server has a UPPCM contract, a license move is not allowed.
If any licenses are moved from a “FROM” server that has a UPPCM contract to a server that does not have UPPCM contract, there will be no refunds, no credits to the customer for the “FROM” location.

This table demonstrates in which scenarios a license move is allowed for sites with solutions whose release is covered by the Software Support Policy (Communication Manager 5.x, Call Center 5.x or EC500 8.0 or later). It assumes that one or both locations include these solutions.

Maintenance Affected by the Move
For moves on releases earlier than 5.x, if your customer's server has an existing Utility maintenance contract and elects to not convert to a Software Support contract until the time of expiration, the move of Call Center agents will affect the monthly maintenance. This is because Call Center maintenance (the moved agents) utilizes a different calculation than the Communication Manager server, resulting in an immediate change to billing for the Call Center agents.
NOTE: It is the responsibility of the account team or Business Partner to work with the regional Customer Care Center to update customer records for one or both sites for all changes to HW, SW, licenses and maintenance contracts at the end of a project involving a flatten/consolidate (merge), upgrade/migration scenario.
As noted in the matrix above, depending upon the circumstances (type of contract, contract term length, true-up cycles, etc.), customers may see a change in the Software Support and/or Utility Maintenance contracts. Be sure to take note of the following:
The customer must be informed and agree up front that their Software Support and/or Hardware Maintenance agreements may have to be recast and/or billing adjusted due to license moves. For example, moving non-Software Support + Upgrade licenses to a location with Software Support + Upgrade Coverage will create an immediate billing event on the TO location.
The "From" software support contract credit will not be processed until the "To" billing has been completed. There will be no revenue gap or overlap for software support, nor will any back dating of credits or billings be permitted. The cancel at the "From" site will drive the billing start date at the "To" site, and the cancellation date will be calculated based upon the last Revenue Recognition-Billing Cycle date.
Account Teams must allow sufficient lead time for license moves since there is an increase in processing time needed for Global Customer Care Center (GCCC) and Sales to recast contracts.
For all moves, if hardware needs to change this may affect maintenance charges (for example, the adding of 24-port Digital line cards).
If you park licenses to a non-CM 5.x server, there will be no increase in maintenance on those licenses unless the end-user customer elects to administer them in the "new" server that is covered by a Utility contract. At the regularly scheduled true-up by Avaya's systems, any newly administered end-points will be identified and billed as per the customer's Utility Maintenance Contract.
Configuring and Placing Orders
With the new Software Support offer, the license move process and forms have changed. Be sure to review carefully the following steps.
The ordering process in this section is applicable to the following products:

EC500 8.x
IP Agent
ASD should be used to configure any upgrade or migration orders for the system, Call Center and IP agents. However, the License move codes must be manually added by Avaya or an Authorized Distributor for moving stations, Call Center, IP agents or EC500 8.x or later between systems. Move requests of all other Product RTU types must be negotiated with the Product Management owner.
Avaya Global Services (AGS) is required to perform the license updates/changes for simple aftermarket/standalone license moves. Please refer to the first page of the License Move Form for details on pricing and material codes.
When an RFA license file must be adjusted due to a gateway/server conversion such as ICC to LSP or vice versa, the fee is $248.00, using Material Code 217459. More information on conversion fees is found in Appendix I, J and/or L.
Business Partners must use standard ordering procedures through eCommerce https://mall.avaya.com/shop/en/US/direct/avaya?cmd=OnlineOrderingPageDisplay to place an AGS order for material code 217459.

With the launch of the Software Support offer, the ordering process has changed. Be sure to review carefully the new process.

License Move Forms
With the launch of the Software Support offer, the license move form has changed. Be sure to carefully review the new form and its instructions.
Requestors must complete the attached form when moving licenses between systems. The License Move form can be accessed by clicking one of the icons below.
Instructions on how to fill out the forms are included. Fill in the form, save to your local hard drive, and then send it to the destination indicated on the form.

NOTE: As part of the license move process, the person completing this form must locate the Communication Manager, Call Center, or EC500 product house tiered material code(s) from customer information (such as SAP orders, SAP records, RFA records, etc.) The appropriate material code and quantity of licenses being moved must be added to the form in a new purple section. The following information may be helpful in this activity:
If more than one tiered material code exists in the records (caused by adding licenses in multiple orders over a period of time) select the product line's highest tier in the customer records for inclusion in the form.
If a variety of license material codes exist for the application, select from this hierarchy to move licenses: Adds, then Upgrades, then New license material codes.
If the quantity of licenses being moved is greater than any one tier in the records, you must add additional material codes on the form with their respective quantities to reach the total desired number of licenses to be moved.
For example, suppose a customer wishes to move 100 licenses and the FROM system has the following information in their records:

RFA Software License Activation and Deactivation Fees
The customer must pay a $165 RFA software license activation fee for the “To” system if Avaya is performing the license file install. Business Partners who use RFA directly may or may not decide to charge an activation fee. See Note (1) at the bottom of this document for more information.

The customer also must pay a $165 RFA software license deactivation fee for the “From” system if Avaya is performing the license file install. This fee includes the deactivation of the licenses, not de-administration of stations, trunks, agents, features, etc. The Software Support Center can also perform this type of work on a Time & Materials basis. Also, Avaya™ Site Administration contains several helpful Wizards for performing this type of de-administration as well. See Note (1) at the bottom of this document for more information.

Communication Manager License Move Policies and Codes
General License Requirements
For all platforms (S85xx, S87xx, S8400, S8300, DEFINITY CSI and SI), there must be at least 1 station license on the target “To” server prior to the move.
When moving licenses from multiple servers to a single server, the applicable License Move codes listed in the next section must be applied individually to each “From” site.
Note: We have modified the earlier requirement and no longer require a minimum of 200 licenses on the S85xx/S87xx “To” server before moving licenses to that server platform. This was done to support License Parking via the Move Policy.
Move Scenarios and Codes
Both the “From” server and “To” server are on the latest release (Communication Manager 5.x)
There will not be any license move charge; however the standard RFA fees will still apply. An additional uplift license fee is still required if licenses are moved from a Communication Manager 5.x Standard Edition systems to a Communication Manager 5.x Enterprise Edition systems.
The material code to be used is determined by indexing into the tier bracket that covers the quantity being moved:

The same Customer plans to upgrade 700 of the licenses to Communication Manager Standard Edition 5.0 and purchase a new S8730 Server. The customer wishes to park the remaining Communication Manager Standard Edition 2.1 station users on the existing S8700 and power down the server.
Step 1: A new S8730 server will be purchased with 1 Communication Manager Standard Edition R5.0 license in the license file. (Note, the license must include all green features currently on the existing CM 2.1 license)
Step 2: The following material codes are required on this “move” order:

If the “From” system is on Communication Manager 3.x or prior and has the required networking features to qualify for CMEE during an upgrade to the current release, and then use one of the codes below.

The TDM licenses are automatically converted to Universal licenses at no charge during the move.
CSI charges are billed at $165 per license file delivered: $330 in this case for the two licenses.
The “From” system and “To” system are on a release earlier than CM 5.x, with both systems on the same release. This process can also be used for Parking spare licenses on an existing server.
A standard $50 per license fee plus other applicable uplift fee is required for this move. This license move is different from step 1 since the affected systems (“To” and “From”) are not on Communication Manager 5.x. In step 1, both the “To” and “From” systems are on Communication Manager 5.x.

Example
Example including License Parking:
Customer has an existing DEFINITY Server CSI running Communication Manager 1.3 with 400 digital station users. The same Customer also has another Communication Manager 1.3 S8700 Server with 600 digital station users. Now the customer wants to move 300 of the 400 users from the CSI to the S8700 and park the licenses.
The following material codes are required on this “move” order:

Upon completion, the customer will have 900 CM 1.3 licenses on the S8700. The S8700 Server can be powered down but the server must remain on the customer's site as it holds the license file and therefore the license asset. At a later date when the customer wishes to un-Park the CM 1.3 licenses, they will power up the server and use the Move Policy to upgrade and move the licenses to another server per then current pricing/policy/procedures. A normal migration/upgrade order can now be placed to upgrade the 100 licenses on the DEFINITY Server CSI to a CM R5.0 solution.
The “From” and “To” server are not on the same release and the “To” server is not on a currently-sold release of Communication Manager
License moves between these servers are not allowed.
Example:
Customer has an existing DEFINITY Server CSI running Communication Manager R9 with 400 digital station users. The same Customer also has another Communication Manager 1.3 S8700 Media Server with 600 digital station users. Now they want to move 300 of the 400 users from the SI to the S8700.
This license move is NOT allowed and NOT supported. Customer must upgrade the S8700 Server to the current release before this license move can be processed.
Uplifting Licenses to Communication Manager Enterprise Edition
Beginning with Communication Manager 5.0, DCS and QSIG networking features are included with Standard and Enterprise editions. The following rules apply when moving licenses from earlier versions:
NOTE: Licenses cannot be downgraded from Enterprise Edition to Standard Edition during a license move.
If the “From” server has Communication Manager Standard Edition (or does not have DCS or QSIG Supplemental Services for releases prior to CM 2) and the user licenses are being moved to a server with Communication Manager Enterprise Edition (any version), then the uplift fee of $115/user will be required for each license being moved.
The special Modular Messaging QSIG waiver does not qualify for Enterprise Edition when moving users. The customer must have purchased full Enterprise Edition licenses to be qualified for Enterprise Edition licenses after a move. If the QSIG waiver was used to grant QSIG features without purchasing Enterprise Edition, the uplift fee must be paid when moving users to an Enterprise Edition system.

TDM to Universal License Conversion
Customers can choose to convert some or all their licenses from TDM to Universal when moving licenses between two Communication Manager 2.x systems for an additional fee of $50 per license.
This conversion is only applicable if the target “To” system is on Communication Manager 2.x. If the target “To” system is on Communication Manager 3.x or later, the TDM licenses are automatically converted to Universal at no charge.

IP Media Resource License Moves (TN2602)
The TN2602AP provides high capacity Voice over IP audio access to the system for local stations and outside trunks.
Starting with the release of Communication Manager 4.0, the TN2602AP does not require a separate license purchase. All new licenses for 3.x, 4.x, and 5.x automatically will contain the maximum allowed number of TN2602 licenses for each server platform. Consequently it is no longer necessary to move TN2602 licenses between systems.
To obtain the maximum TN2602 licenses for an existing 3.x system, simply redeliver and install the existing RFA license. NOTE: the standard RFA activation fee will still apply if redelivering and installing a license.
All new and upgraded CM 4.x and CM 5.x systems will automatically have the system maximum number of TN2602 licenses.

License Move Policy
The Call Center license move policy:
Call Center Elite 6.0 licenses may be moved to another CC Elite 6.0 in PLDS
CC Elite 5.0 licenses may be moved to another CC Elite 5.0 Call Center at no per agent charge
pre-5.0 Call Center licenses may be moved to CC Elite 5.0 or CC Elite 6.0 using upgrade-move licenses
Like-for-like Call Center licenses may be moved at a $50 per agent charge
Conditions
Only Call Center Elite and Business Advocate licenses may be moved. Introductory Call Center licenses may not be moved between ACDs. Deluxe licenses may only be moved to a Call Center 5.0 system where they would be upgraded to Elite.
The “to” server must have an existing Call Center. If there are no existing agents at the “to” location, then a minimum call center (at least 1 Elite agent) must be purchased before licenses can be moved.
Only like-for-like Call Center licenses may be moved for pre-5.0 Call Centers. Move material codes may not be used to upgrade to Call Center 4.0 or any other earlier Call Center releases.
Current Release
If the “From” Call Center and “To” Call Center are on Call Center 5.0, no license move fee applies; however the standard RFA activation fee does apply. The following SAP material codes are applicable.

Example, including License Parking:
Customer has an existing S8700 running Communication Manager Standard Edition 2.1 with 1000 station users and 1000 Call Center Elite licenses. The same Customer plans to upgrade 700 of the station licenses and 700 Call Center Elite licenses to Communication Manager Standard Edition 5.0 / Call Center 5.0 and purchase a new S8730 Media Server. The customer wishes to park the remaining Communication Manager Standard Edition 2.1 station users and Call Center Elite licenses on the existing S8700 and power down the server.
Step 1: A new S8730 server will be purchased with 1 Communication Manager Standard Edition R5.0 license and 1 Call Center Elite license in the license file. (Note, the license must include all green features currently on the existing CM 2.1 license)
Step 2: The following material codes are required on this “move” order:

CSI charges are billed at $165 per license file delivered: $330 in this case for the two license files.
Upon completion, the customer will have 300 CM R2.1 licenses and 300 Call Center 2.x licenses on the S8700 and 701 CM R5 licenses and 701 Call Center Elite 5.0 licenses on the new S8730. The S8700 server can be powered down but the server must remain on the customer's site as it holds the license file and therefore the license asset. At a later date when the customer wishes to un-Park the CM 2.1 licenses or the Call Center Elite 2.x licenses, they will power up the server and use the Move Policy to upgrade and move the licenses to another server per then current pricing/policy/procedures.
Like-to-Like
If the “From” Call Center and “To” Call Center are on the same release but non current then the standard license move charge of $50 per license applies. This process can also be used for Parking spare licenses on an existing server.

IP Agent Move Policy and Codes
IP Agent license moves will follow the same categories as Call Center license moves
a) IP Agent R7 licenses may be moved to another Call Center at no per agent charge;
b) pre-R7 IP Agent licenses prior to R7 may be moved to another Call Center at no charge if those licenses are concurrently upgraded to IP Agent R7 or migrated to one-X Agent; or
c) Like for Like IP Agent licenses (e.g. R6 moving with no upgrade) may be moved at a $50/agent charge.
NOTE: IP Agent licenses do not require either the Call Center or the Communication Manager to be any particular release level to allow for a free or chargeable move, so long as technical requirements are met. The IP Agent release is the determining factor of whether the move is chargeable.
Conditions
IP Agent R1 licenses cannot be moved. Only IP Agent R2 and above licenses may be moved.
If the “to” server is Communication Manager 2.0 or greater, than IP Agent R2 licenses must be upgraded to R7 or migrated to one-X Agent.
The $0 move only applies to upgrades to IP Agent R7 or migrations to one-X Agent
“From” and “To” side RFA fees apply.

The License Move policy and pricing is effective with the general availability of CMS R14.0.
Customers will be allowed to move Agent, CMS Supervisor, and ACD licenses from one system to another within the following guidelines:
Current release to Current release (R14.x to R14.x)
Same release to Same release - less than current, but supported release
Older release to Current release - Older R5 or later to R14.x. Agent Upgrade material codes are also required.
Designs are required for both the “from” CMS and the “to” CMS.
Charges are as outlined in the above table.
Provisioning charges will apply on both the “from” CMS and the “to” CMS.
Because of system resource availability and database table configuration changes, all licenses moves require re-engineering of the “to” system. The ASD Configurator (Consolidation screen) is used to provide this re-engineering. When removing Agent licenses or ACDs FROM a CMS re-engineering of the CMS may be required.
