The author uses this sentence as a tool of irony. Tony Blair is not aware of the solemnity of situation in Iraq. He depicts his visit in Iraq as a routine visit in the post-war country, where the order was restores, whereas the war has not ended.
Why can UN not participate in discussing the future of post-war Iraq?
The United Nations cannot participate in discussing the future of post-war Iraq because of the misconception of the situation in Iraq. Most of its members believe that a recognised government is already in power and the intervention of UN is not needed.
What is the loathsome choice that the coalition troops may find themselves confronted by and what has led to this?
The coalition troops may have to choose between several thousand victims of their own and attacking the civilians. The second option involves the siege of Bagdad and stagnation, but it may result in loosing of the superiority. The reasons of this situation came from the misconception of the circumstances and injunction to protect civilians.

Britain is afraid to help the people of Zimbabwe. Britain justifies the ignorance of the problem in Zimbabwe by Saddam's cruelty and need for intervention in Iraq. What is more, Britain accounts for the war in Iraq by exaggerating the atrocities of Saddam.
