As doubts about the accuracy and value of their intelligence were raised by the CIA's various high-powered customers, the agency was forced to solicit and listen to the advice from the outside its Langley headquarters. That came from group of critical experts, called Team B, people who believe that the CIA was misinterpreting data from the Soviets. This error they attributed to the agency's assumption that Soviet institutions were mirror images of their American counterparts. The CIA's own team was Team A. Charles Kerry:

“There was a sense that CIA was not addressing the information it had in an objective way. They had the predetermined notions about of what the outcome of its analysis should be, so group of outsiders, which were Team B, were brought in to take another and supposedly an independent look at that information and come to its judgments. The A Team and B Team kind of concept is a valid concept; it's to bring alternative judgments together on complex problems. The difficulty of the A Team and B Team exercises in this case was that it was already predetermined that the B Team was going to disagree fundamentally with the other opinion.”

SMART PAINT CREATES CHAMELEON TANKS

01 Nov 2002

Tanks that can repair themselves and change colour on the battlefield are being developed in the US. A team of researchers based at the New Jersey Institute of Technology, along with the US Army's Armament Research and Development Center are working on the smart machines. Military vehicles including tanks, trucks helicopters and weapon systems will be covered with a coating that has been embedded with nanotechnology. The microscopic electromechanical machines - known as nanomachines - will send signals to Army personnel, alerting them if the coating is impaired.

If tanks are corroded or scratched, the vehicles will be able to detect it and heal themselves. The coatings could also reduce the sensitivity of explosives, making them safer for soldiers to handle. Perhaps most importantly, tanks would turn chameleon, creating instant camouflage and making themselves virtually invisible on the battlefield. "Smart coatings technology will make our armed forces more hi-tech and more effective," said New Jersey Congressman Rodney Frelinghuysen. The US army is keen on the idea of smart coatings because the paints used now are expensive and labour-intensive to apply. Army leaders estimate that the cost of repairing vehicles' surfaces amounts to $10bn each year, $2bn of which is related to painting and scraping.

Bookstores are filled with hundreds of volumes on leadership and management, many promising the "secret" to being an effective leader. But there are no secrets to good leadership, other than common sense and hard work. Do you remember that first Town Hall meeting when I arrived at State over a year ago? We talked about the qualities and demands of leadership. I laid out some of the principles that are important to any organization if it is to succeed in its mis­sion and maintain the highest morale among its ranks. Let me recap and add a little more.

Dare to be the skunk at the picnic. Every organization should tolerate rebels who tell the emperor he has no clothes. This is not a license to be mean or rude. But make the tough decisions, confront people who need it, reward those who perform best. Speak your mind. Work toward consensus building but don't hide from reality.

The day people stop bringing you their problems is the day you have stopped leading them. Open your door and encourage folks to come in with their ideas and opinions. Let them argue with you. The people in the field, in the trenches, are closest to the problem and that is where the real wisdom lies.

It is people who get things done. Plans don't accom­plish work. Organizational charts don't either. People do. That's why every individual is important. 'Set yourself the goal of creating an environment where the best, the bright­est, the most creative are attracted, retained and unleashed.

Challenge people to reinvent their jobs. Even large organizations can wither when leaders won't challenge the old, comfortable ways of doing things. Effective lead­ers create a climate where people's worth is measured by their willingness to learn new skills and seek new respon­sibilities, thus constantly reinventing their jobs.

Perpetual optimism is a multiplier. Do not pollute the atmosphere with pessimism. The ripple effect of a leader's enthusiasm and optimism is incredible. The Marines call this a gung ho attitude: we can change things, we can achieve the impossible, we are the best. The Marines are right. Avoid whining and blaming. Embrace optimism.

In any crisis, occasionally stop and step away from the confusion and shouting. Ask yourself two simple questions: What am I doing that I shouldn't be doing? and, What am I not doing that I ought to be doing to influ­ence the situation in our favor? Work actively to shape the crisis and create success.

Come up for air. Demand excellence from people but also insist that they have lives outside the office. You don't have to prove to anybody that you can work 16 hours a day if you can get it done in eight. Surround yourself with people who take their work seriously, but not themselves.

Of all the little lessons above, the one about people as the ingredient that makes the recipe work stands out. People are the most important part of any organization. That is why leadership is an art; management a science. At the end of the day, leadership is getting people to use their full talents to support your shared objective. That requires all that we've said above, to be sure; but above all it requires caring deeply about the people you are leading— about their training, quality of life, their todays and their tomorrows. Without that caring, it's all dull science—and doomed to fail sooner or later.

We have to raise money for building a local hospital. This is hard work because the people don't have enough money for themselves, but my plane is to raise money with sports and other activities. I'll organize a concert in local all at the Saturday night. I invited the most famous singer of this country and I hope so that many people will come so we will sold a lot of tickets. Another thing what about I was thinking is a soccer match between our unit and the local football team. It will be next Saturday at 10.00 a.m. The citizens like soccer and I think it will be great event with a lot of audicians. Also, we can organise a Bingo game. I don't now yet what will be prices for a winner or a winners, but I think it is a good idea. Also, my plane is to go in bank and to open an account number we can advertise on the local radio station.________

Re: Humanitarian Action Plan

In the matter of organising a humanitarian action to raise money for building a local hospital I was thinking about and I think that best idea is to organize a basketball match between two teams from NATO participating countries. The match should be organized in US, because of popularity of game and I think that game should be played for about 3 months from now, and in meantime we need to promote our humanitarian action in media. I have established some contacts with media experts but I need your help to get teams as good as we can. Also I already made arrangements for place where game will e held and I`m waiting for approvement from local government. I hope that project will be sucessul._________________________

I am against obligatory military service in Croatia and there are several reasons for that. During the Croatian war for freedom we builded proffesional Army and air defence is based on proffesional, well equipped, trained soldiers. Military budge should be used is such way to satisfied that concept of defence. Now, the budget isn't completely used in that way, eg. Military personel doesn't have additional medical insurance as the law says about it. In that way, professionals in the military doesn't have proper medical care and the concept of defence is weak.

Conscription should be `honor' or obligation. Each young men ought to decide how and in what way they live their lives. Because they have to go to the military many of them have to brake education leave their jobs and families. It cause lots of trouble. Military budget in that case is spent for nothing,

Some of them who ants to join the army should be conscripts and after few months they will be able to decide if they want to continue military career as NCO or even as CO. Today is very hard to raise money in our economy for military purposes and we ought to use it in the best possible way.

We can discuss about conscription from new aspects. Some of them are military readiness, financial, social and so on. If we are talking about conscripts as part of military forces who are well trained and ready for missions in a few hours in comparison with reserve military forces (not well trained and they need much more time to be ready for mission) than we need them.

If we are discussing about conscription from financial aspect then we can see many diferencies if we are looking from the different points of vies.

First thing is that if we have conscripts as part of the military forces than we don't need so much proffesional soldiers who need to be payed much more than conscripts and we can transfer budget money in some other channels (like technology or something else) or we can cur budget for that sum of money.

Secondly, Ministry of Defense can use conscripts civilian educaion for their purposes and on't need to educate their own human resources in big numbers which will brng as to spend less money in our budget.

Finally, if we think about conscription from social point it can be very helpful for young people who can't find civilian job in short period and they can serve as conscripts for a while until they solve their egsistency.

After all, I would to say something about charts showen in front of this text. They show fall of budget spent on conscripts from year to year but if we know that budget in year 1995 was much more bigger that year 2003 we can calculate that sum of money regarding conscripts is decreasing rapidly from year to year. In conclusion I think that conscription is still good and reasonable to stay in Croatia because we are not so rich to afford well payed professionals as other much more developed countries.
