Dangerous Cargo

1.

Purpose

The risks when transporting dangerous cargo go far beyond those for normal cargo transport. In this case it is therefore extremely important for work to be carried out under controlled conditions.

Application

This Documented Procedure applies to the Shorebased Organisation and on all ships managed / operated by Schiffahrtskontor tom Wörden GmbH & Co. KG.

Responsibilities

Everyone handling dangerous cargo is responsible for handling it in a professional manner, particularly officers of the watch, the cargo officer and the Master.

Description of Routines

5.1

General Principles

In principle dangerous cargo is only transported on Schiffahrtskontor tom Wörden GmbH & Co. KG's vessels certified to carry such cargo. Certification ensures that vessels are equipped accordingly and that only dangerous cargo of a specific class is transported on a vessel certified to carry it.

Crews of vessels carrying dangerous cargo should be qualified accordingly. Regular crew instruction / training programmes are held and documented. In addition the requisite number of License holders with additional 'HazMat' and/or - for german vessels 'Beauftragte Person für Gefahrengut' qualifications should also be on board.

In principle only crew members designated to do so should handle dangerous cargo. Information on such goods is available in their accompanying papers and in the IMDG Code; additional information can be obtained if need be from Schiffahrtskontor tom Wörden GmbH & Co. KG's Dangerous Cargo Representative, from Charterers, terminals, shippers and manufacturers.

Any thoughtless action should be avoided. Should errors / deficiencies occur, consistent action should be taken according to the appropriate emergency plans, Emergency Schedules (EMS) and the Medical First Aid Guides (MFAG).

5.2

Loading and Discharging

The cargo officer is given the stowage plans with loading and unloading schedules, the loading list, the Dangerous Cargo Manifest and if need be any other information (data sheets) concerning the goods to be loaded.

Using these documents the Cargo Officer then checks that

  • the documents are complete;

  • the vessel is certified to carry dangerous goods of the class in question;

  • separation regulations are adhered to;

  • the cargo is only stowed in the location(s) allotted for the purpose.

The Cargo Officer informs the deck officer of the watch that dangerous cargo is to be loaded and is kept informed of any other safety measures to be taken. As a general rule no welding or torch work is permitted during loading and unloading.

The Cargo Officer is responsible for making sure that the requisite signals are set and the appropriate noticeboards and prohibition notices erected. It is the job of the deck officers of the watch to make sure that attention is duly paid to them.

Deck officers of the watch supervise the loading of dangerous cargo, paying particular attention to

  • stowage being carried out in the allotted locations,

  • damage or leakages,

  • correct and proper markings on cases / containers.

As a matter of principle, damaged dangerous cargo is always rejected. Cases / containers not marked correctly should be remarked ashore, otherwise rejected as well.

The Cargo Officer draws up the stowage plan himself or checks the plan for dangerous cargo drawn up ashore. He informs the crew of the dangerous cargo on board by hanging up the appropriate stowage plan where it is clearly visible. He places a folder on the bridge containing the stowage plan for the dangerous cargo, the loading list, the Emergency Schedules (EMS) and the Medical First Aid Guides (MFAG) for the dangerous cargo carried on board. The file should be accessible for all crew members.

Unloading procedure for dangerous cargo is carried out in the same manner as for loading.

5.3

During Voyage

Regular (daily) checks are carried out on dangerous cargo where circumstances permit. During these, special attention should be given to any damage, leakages, foreign odours, vapours, (over)heating, missing markings etc..

Depending on the checklists provided by Charterers or shippers, or on specific regulations for certain cargoes, dangerous cargo is supervised and/or treated with the utmost care, e.g. with respect to ventilation, air sealing, temperature and gas measurements etc..

Job protection and accident prevention regulations must be adhered to. Inspection and checking practices generally carried out on cargo have been documented in the appropriate procedures.
