Odpowiedź na te i podobne kwestie może znaleźć właśnie w zasadach, które jako jedne z pierwszych dokumentów trafiających do rąk użytkownika pełnią rolę swoistej wizytówki biblioteki.

METHODS OF DEVELOPMENT OF COLLECTION BUILDING POLICIES
IN THE US LIBRARIES
American iibraries adopt formal, written policy statements in collection building. Both the scope, types, and numbers of copies of the documents to be acquired are regulated by these policies making the collection development independent of subjective decisions and consistent over the time. Such policy statements are also valuable information about collection profiles for the users, both actual and prospective. In principle, representatives of all groups of users shall participate in collection development policy preparation.
The Research Library Group has published a set of rules, known as Conspectus uniformizing terminology and describing methods of evaluation of the degree of collection completeness (both acutal and desired). The American Library Association deve!oped on the basis of the Conspectus a manuał (published in 1979 with an extended version in 1988) facilitating formulation of local collection building policy statements. Systematic use of this manuał improves consistency of policy statements in various Iibraries and allows to deveIop interlibrary programs for collection specialization. The policies adopted by the Iibraries of the University of Kansas, University of California (Berkeley) and the Stanford University are presented as examples.
