Under the new system of local administration the social function of libraries will get morę importance and their activities will be morę closely related to the needs of the community. Therefore it becomes necessary to determine the real role of libraries in the development of culture. The author quotes statistics, studies into the sociology of culture, reading and publishing and also deals with principles of founding and using library collections. The follows an analysis of some financial and organizational aspect and problems the librarians face. In the coming transition period regulations which govern library work should be revised. In the end the author discusses conditions under which financial help from the State will be necessary to aid libraries and schools for librarians.
