Subject: To devastate Sergeants' mess by a fire

Date: 17 th October 2007

On Monday 16th October about 09.00 our Sergeants' mess in Fort Jackson was devastated by a fire.

One soldier saw a smoke in the east part of the building near the kitchen about 09.15. He called a fire brigade about 09.25. The fire brigade arrived about 09.40 when the fire took up a dinning room and a bar. Soldiers tried to help to firemen but all workforces were not sufficient. In the end the dinning room, the bar and five likving quarters were completely destroyed.

There is suspicion of arson. The case is being investigated by captain Derks and me. There are not two soldiers in our barrack, so we looked for them.

Actually we know that two warrant officers and one senior NCO are badly wounded. Two civilian were injured. All these people were moved to hospital. Their life is not in dangerous.

In this time I and my commander captain Derk have to find a place when soldiers could eat. We thing that a uniform store will be the best to this aim. To transfer equipments and to prepare this place to the issue of meals take all day. Temporarily soldiers eat outside.

In conclusion this incident I have to write that losses could be lesser. In my opinion the duty service is responsible for this emergency because their reaction was too belated. Besides that, there are not any arent system in this mess. This fact caused the large delay in the beginning this action.

Subject: a base inspection of security system: findings

Introduction

The aim of this report is to outline the results of the military objects which took place on the Base last month.

The fields of control

1. The procedure

Observation of the inspection includes the following:

  1. It is claimed, that our “Unit-defense plan during wartime” and “Unit-protection plan during peacetime” are not realistic because there are a lot of buildings on the drawing of our unit which were torn down. Nevertheless, the above mentioned plans were outlined correctly;

  2. Procedures for guards are in several points not the same. Some of them must wait for support but several of guards must intervene immediately;

  3. The patrols organization was satisfactory because people patrol the whole base terrain frequently enough;

  4. In same cases, guards do not regularly enough. Although the established time is every two hours, sometimes it occurred that different time was reported in the individual instructions .

2. Putting security system into practice.

Observation of the inspection includes the following:

  1. It is claimed, that our unit have not satisfactory video installation which helps with the security system. The picture is of poor quality and it is black-white. It causes that, especially at night, a lot of places are not enough monitored.

  2. According to superiors, the burglar alarm and fence around the Base is modern and grand but the absence of the sonic detectors is noticeable.

Conclusion

To sum up, it seems that according to superiors who took part in a base inspection, our base defense forces in one sense are badly-organized. Despite we have proper planes and devices, it is essential to introduce the following changes:

  1. The duty guards should be replaced with the civilians guard, who are more efficient

  2. It is suggested to demand more money and put the sonic detectors out to tender.

Subject: The military base for the multinational exercise

Date: 18 th December 2007

The purpose of his report is to recommend The Army Training Centre for the multinational exercise in Poland in April 2008.

The Army Training Centre (internationally known as DPTA - Drawsko Pomorskie Training Area) is located in the north-western part of Poland, in the Western Pomeranian to support their logistic requirements. DPTA performs its mission by continuous development, upgrading and maintenance of all its facilities, to remain in permanent readiness for military training.

The Headquarters of the Training Area are located at Oleszno, lying in a scenic location on Lake Bucierz Wielki. Road and railway border crossings are located approx 100 km from the training area boundaries. Sea-borne transport can be unloaded at one of the two sea ports in the region (Szczecin or Swinoujscie). Air transport can use a military air-base in Miroslawiec or a civilian airport in Goleniow, while military rail convoys can use two rail heads, located on the northern (Jankowo Pomorskie) and southern (Prostynia). Soldiers who require hospital treatment can be admitted to the county hospital in Drawsko Pomorskie or to a military one in Walcz. All this testifies to the excellent functional characteristics of this military complex, notably for foreign armies exercising on the training area.

The task of the logistics services is to guarantee the material and technical functioning of DPTA, as well as the training troops, and also to maintain the infrastructure and the appropriate status.

You will find the following facilities in the area Konotop: hotel, dining room, buffet, baths, and field kitchen (for feeding through field kitchens brought by visiting troops), There is a large car park in the vicinity of Konotop bivouac area consisting of: maintenance workshops for wheeled and tracked vehicles, two points for refueling from tankers, concrete surface parking sites, ecologically safe car wash for tracked and wheeled vehicles, weapon ammunition storage containers, and a bathing area.

 All in all the accommodation and facilities are the best in this region. We organized the similar exercise two years ago. We entertained british soldiers who were very satisfied with the stay in our base. We are persuaded that we will accomplish all your expectation.
