Change of Command

Purpose |
||
|
One reason for deficiencies and accidents is often the fact that it is not clear who is in command. A further reason is that in the case of a change of watch / duty or Change of Command, important information is not passed on and is therefore later not available.
|
||
|
Schiffahrtskontor tom Wörden GmbH & Co. KG has therefore issued this Documented Procedure to define the change-of-command procedures on its ships.
|

|
This Documented Procedure applies on all ships managed / operated by Schiffahrtskontor tom Wörden GmbH & Co. KG.
|

Responsibility |
||
|
The watchkeepers, with the officer/engineer on duty at their head, are responsible for the correct turning over of the watch in the deck and engine department.
|
||
|
Documented turnovers are carried out in the case of change of Master, Chief Officer and Chief Engineer.
|
5. |
Description of Routines |
5.1 |
Turning over the Watch |
|
The watch is to be turned over loudly and clearly and is only to be considered to have been turned over when the crew member who is taking over the watch has confirmed the turning over loudly and clearly.
|

The officers / engineers on duty are to verbally pass on all necessary information when turning over the watch to the crew members taking over the watch.
|
|
When a superior officer wishes to take over the watch at an unscheduled time (e.g. when the Master enters the bridge), then he is to announce his intention loudly and clearly to the officer on duty (“I am taking over“). If a duty officer wishes to turn over the watch at an unscheduled time (e.g. the Master leaves the bridge), then he must announce his intention loudly and clearly to the officers on duty and to the officer taking over the watch (“You take over the watch“) and wait for their confirmation before leaving.

Turning over of Functions |
|
If Masters, Chief Officers and Chief Engineers are replaced, for example on account of vacation, then the turnover is to be carried out in accordance with the points contained in the appropriate checklists.
|
|
Details specific to each individual ship have been added to the checklists, which are available on board. They are prepared, processed and countersigned by the officer turning over. Where necessary, appendices are added. The officer turning over and the officer taking over go through all the points in the checklist. After all points have been clarified, the checklist is to be countersigned by the officer taking over. At the same time, an entry is made in the Deck Log Book by the Master (... taken over in accordance with Checklist CL-... ).

The duly signed checklists are filed on board. Both the officer turning over and the officer taking over may receive a copy for their personal records.

5.3 |
Master's System Review |
|
When preparing the handing over record, the Master shall evaluate the effectiveness the SE System and to give his comments fur further improvements. Former questionnaire checklist are no longer to be used.
|
|
A copy of the handing over record for masters is to be sent to the Designated Person. |
