Working and Resting Times for Watchkeepers

Purpose |
||
|
One reason for inappropriate action by personnel in critical situations is often complete over-fatigue. Therefore, Schiffahrtskontor tom Wörden GmbH & Co. KG ensures that resting times are adhered to.
|

This Documented Procedure applies on all ships managed / operated by Schiffahrtskontor tom Wörden GmbH & Co. KG.
|

Responsibilities |
||
|
The Master is responsible for setting watch schedules, but can delegate this activity to the Chief Officer and Chief Engineer for their departments.
|
||
|
The ships' officers headed by the Master are responsible that watch schedules and prescribed resting times are adhered to.
|
||
|
In addition each individual crew member is himself obliged to adhere to the rules for watch and resting times. Evidence will be recorded by each crew member himself.
|

Basis |

The STCW Code regulates the rest times for watchkeepers as follows:
|

Apart from emergencies and emergency drills overriding operational conditions exist only, when important work, relating to safety and/or environmental protection reasons cannot be postponed, and were not foreseeable in advance.
|
|
Watchkeepers working time apart from watchkeeping may not be attributed to the rest times.
|
5.2 |
Watch Schedules |
|
For the departments where watchkeeping is held, watch schedules are formulated. These watchkeeping plans contain the watchkeeping times and/or other work periods as well as rest times of all persons involved in watchkeeping. The watch schedules are clearly displayed.

During port lay periods or during the transition from port lay period to sea voyage, special watch schedules are made up, provided that it is necessary to deviate from the general watch schedule. These watch schedules are also clearly displayed.

Evidence |
|
Evidence of adherence to these rules is very important so that internal and external authorities have the possibility to verify them.
|
|
On the one hand watchkeeping plans serve as evidence, clearly displayed and will be retained on board for five years.
|
|
The time sheets serve as evidence of actual working and resting times for watchkeepers, which, in any event, are kept by crew members to record overtime. If the time sheets do not seem so suitable or there is none, then the evidence is kept in the „Working and Resting Time for Watchkeepers“ form. Computer programs supervgising hours of rest for watchkeeping personnel may be used instead.

The evidence will be retained on board for five years.
